RIM sets up facility in India to help with surveillance - WSJ (Reuters)

REUTERS ? Research In Motion has set up a facility in Mumbai to help the Indian government carry out lawful surveillance of its BlackBerry services, the Wall Street Journal said, citing people familiar with the matter.

RIM gave India access to its consumer services, including its Messenger services, in January this year after authorities raised security concerns, but said it could not allow monitoring of its enterprise email.

RIM partly assuaged India by setting up the small Mumbai facility earlier this year to handle surveillance requests from India, the WSJ reported.

India can submit the name of a suspect its investigators want to wiretap, and RIM will return decoded messages for that individual, as long as it is satisfied the request has legal authorization, it said.

RIM was not available for comment outside regular Canadian business hours.

The new facility will handle lawful intercept requests for consumer services including the BlackBerry Messenger chat service, the paper said.

India saw the move as a positive step, but would prefer an arrangement where it has the ability to decode messages itself, so that it can conduct surveillance without disclosing the names of suspects to RIM, the Journal reported.

India still has no method to intercept and decode BlackBerry enterprise email, which is used by corporate customers and features a higher level of encryption than consumer email and instant messaging, the report said.

Activists slam US studio for filming in China city (AP)

BEIJING ? Rights activists have criticized a Hollywood studio for filming a buddy comedy in an eastern Chinese city where a blind, self-taught activist lawyer is being held under house arrest and reportedly beaten.

Relativity Media is shooting part of the comedy "21 and Over" in Linyi, a city in Shandong province where the activist Chen Guangcheng's village is located. Authorities have turned Chen's village of Dongshigu into a hostile, no-go zone and activists, foreign diplomats and reporters have been turned back, threatened and had stones thrown at them by men patrolling the village.

The news that Relativity Media had chosen Linyi, a city of 10 million, as a location for its film and was touting its close government connections comes at a time when activists have renewed their attention on Chen. A campaign to visit the lawyer to draw attention to his plight has caught on and intensified over recent weeks, though none have succeeded and many visitors have been met with violence.

On China's popular Twitter-like microblog, Sina Weibo, some bloggers circulated email addresses for Relativity staff, urging users to write to the company in protest. A few called for a boycott of the film.

Relativity declined comment but said in a press release that filming in Linyi began last Wednesday. In the release, Linyi's top Communist Party official Zhang Shajun is quoted as calling Relativity's chief executive Ryan Kavanaugh a "good friend" while Relativity's Co-President Tucker Tooley describes Linyi as an "amazing" place.

"I hope Relativity Media will learn more about the real Linyi, about Chen Guangcheng, and see that what is currently happening in Dongshigu village is what is really 'amazing'," said Nanjing-based activist He Peirong in an interview.

"Especially at this time, when every day there are people trying to visit Chen Guangcheng, people who have been robbed and beaten, I express deep regret to see such remarks whitewashing the city of Linyi," she said.

In the past several weeks, dozens of activists and Chen's supporters have risked being violently assaulted to attempt visits to his home in a bid to draw attention to his plight. The latest group was made up of 37 petitioners who traveled there by bus from Beijing on Sunday and fled after being attacked by about 50 unidentified thugs as they approached Chen's village, said one petitioner, Peng Zhonglin, from Jiangxi province. Linyi police refused to comment when reached by phone.

Human Rights Watch senior Asia researcher Nicholas Bequelin said it was puzzling that Relativity appeared comfortable cozying up with the city's political leadership.

"They seem to be eager to assume this role of being a prop in Linyi's propaganda campaign to cast itself as a civilized municipality that promotes culture when the reality is that it is not only holding one of China's most prominent human rights defenders, but going to extraordinary lengths to persecute him," Bequelin said.

Relativity describes "21 and Over" as a comedy about two childhood friends who drag their friend out to celebrate his 21st birthday the night before a medical school interview in an evening that turns into "a wild epic misadventure of debauchery and mayhem." It stars "Footloose" star Miles Teller and Justin Chon who was in "The Twilight Saga."

Shooting in Linyi began on Wednesday and it was unclear how long they were scheduled to film there. Previous footage had been shot in Seattle, the company said. Relativity has produced or co-financed more than 200 movies including "Cowboys & Aliens," "Bridesmaids," and "Limitless."

Blinded by a fever in infancy and self-taught as a lawyer, Chen became an inspiring figure among rights activists for his dogged pursuit of justice. He documented forced late-term abortions and sterilizations in his rural community, angering authorities. He was eventually imprisoned for four years.

'Outdated' royal succession rules to change

British Prime Minister David Cameron said Friday that the 16 Commonwealth countries for which Queen Elizabeth II is monarch have agreed to remove gender discrimination in the order of succession to the throne.

Commonwealth national leaders also agreed at a summit in the west coast city of Perth to lift a ban on monarchs marrying Roman Catholics, he said.

Any one of the former British colonies could have vetoed the changes to the centuries-old rules that ensure that a male heir takes the throne ahead of older sisters.

"Attitudes have changed fundamentally over the centuries and some of the outdated rules ? like some of the rules of succession ? just don't make sense to us any more," Cameron told reporters in Perth.

"The idea that a younger son should become monarch instead of an elder daughter simply because he is a man, or that a future monarch can marry someone of any faith except a Catholic ? this way of thinking is at odds with the modern countries that we have become," he added.

Cameron made the announcement on the first day of a biennial meeting of 53 Commonwealth leaders.

Cameron will introduce the legislation in the next session of Parliament, the Telegraph newspaper reported.

Britain's government began the process of reviewing the rules of royal succession so that if Prince William's first child is a girl, she would eventually become queen. The review started before William married commoner Kate Middleton in April.

William is second in line to the throne after his father, Prince Charles, who is the queen's first-born child. Charles' sister Anne is lower in the line of succession than her younger brothers Andrew and Edward. Charles, in turn, had only sons, William and Harry.

The thorny issue of the succession has been an on-and-off topic in Britain, but has never been resolved. In 2009, then Prime Minister Gordon Brown's government considered a bill that would end the custom of putting males ahead of females in the succession line, as well as lift a ban on British monarchs marrying Roman Catholics. The government did not have time to pursue it before Brown's term ended.

The rule has excluded women from succeeding to the throne in the past. Queen Victoria's first child was a daughter ? also called Victoria ? but it was her younger brother who succeeded her on the throne, as King Edward VII.

Buckingham Palace has always refrained from commenting on the political issue, saying it's a matter for the government to decide.

RIM delays release of upgraded tablet software (AP)

TORONTO ? Research In Motion said it is delaying the launch of an upgraded operating system for its struggling PlayBook computer tablet until February 2012, yet another setback for a tarnished company struggling to compete with Apple.

David Smith, RIM's senior vice president, said in a post on the company's blog late Tuesday that the new version of the operating system isn't up to its standards at this point.

Smith also said the new version also won't have the popular messenging service BlackBerry Messenger when it's introduced in February.

The BlackBerry-maker had announced earlier this fall the updated operating system would be available in October with features that include the ability for BlackBerry users to automatically access their email, contacts and calendar on the PlayBook, a function it doesn't currently have. When RIM launched the PlayBook in April it said would add the features within 60 days, but later pushed that back to the summer and then to October.

The PlayBook received negative reviews because it didn't have those features.

"As much as we'd love to have it in your hands today, we've made the difficult decision to wait to launch BlackBerry PlayBook OS 2.0 until we are confident we have fully met the expectations of our developers, enterprise customers and end-users," Smith wrote on the Inside BlackBerry Blog.

Shares of RIM fell nearly 6 percent on Wednesday to $21.02 in early afternoon trading on the Nasdaq.

The PlayBook is RIM's first effort to branch out from its smartphone base and capture a portion of the tablet computer market, but it has been a major disappointment. RIM said about 200,000 of them sold last quarter ? far short of what analysts had expected. And that number paled in comparison to the top-selling iPad, of which Apple shipped 11.1 million units during its most recent quarter.

"They should stop pushing things out before they are ready. They don't have that many swings at the plate left," said BGC Financial analyst Colin Gillis.

Gillis said RIM has consistently over-promised and under- delivered. He said they have management problems.

"You don't get right up to the final hour, and say, `You know what it's going to be a few more months,'" he said.

The Canadian company has had series of recent setbacks. A massive outage frustrated tens of millions of BlackBerry users earlier this month.

RIM has also delayed the launch of new phones with the company's new QNX operating system for several months. RIM disappointed many in October when they didn't announce a clear timeline for when they would release phones and tablets with the new software which is now called BBX. The update that RIM says it will provide for the tablet in February won't include the BBX software.

RIM continues to have success overseas but has increasingly lost market share in North America. Many U.S. users have moved on to phones with big touchscreens like the iPhone and various competing models that run Google's Android software.

Yen soars on weak US economy news, euro woes (AP)

The Japanese yen rose against other major currencies Tuesday after U.S. consumer sentiment weakened and talks on Europe's debt crisis appeared to break down.

The dollar fell to a record low against the yen after news that U.S. consumers' views of the economy are the worst since the middle of the Great Recession. The Conference Board's index of consumer sentiment was the worst since March 2009, far lower than analysts had expected.

The yen is considered safer than most currencies because it is less likely to lose value quickly, and because holders can use yen to invest in Japanese companies.

The dollar fell to 75.92 yen at 3:06 p.m. Eastern time from 76 late Monday. It touched a record low of 75.71 at 11 a.m.

The yen has benefited from recent signs that the U.S. economy is barely growing. Both the dollar and yen are considered safe compared to other currencies, so they tend to rise when markets are rattled and the economy weakens. When the U.S. economy shudders, the yen's appeal over the dollar increases.

The euro plunged against the yen after European finance ministers canceled a planned meeting ahead of a much-hyped summit about the debt crisis there. Leaders appear unable to agree on a set of measures aimed at propping up banks, bailing out Greece and preventing the contagion from spreading to larger countries.

Investors have been hoping that a plan to address the crisis would be unveiled at a summit on Wednesday. The plan originally was scheduled to be released on Sunday.

The euro fell to 105.71 yen from 106.1 late Monday. It sank as low as 105.25 just after 11 a.m.

In other trading, the euro fell to $1.3931 from $1.3951 late Monday. The pound rose to $1.6019 from $1.6002.

The dollar soared a percent against the Canadian dollar, to 1.0137 Canadian dollar from 1.0043.

Lawmaker faults Ed Dept on direct student loans (AP)

WASHINGTON ? A House Republican who chairs a panel that oversees education says the federal government has failed to adequately protect college students' personal information since it began directly issuing student loans.

Rep. Virginia Foxx made the comments during Tuesday's hearing on the Education Department's direct student loan program.

Foxx says the department's direct loan website crashed earlier this month and users were able to see other students' personal and financial information. She said customer support is also down.

Congress passed a law last year that generally stripped banks of the ability to originate loans to students in favor of direct lending by the government.

Rep. Ruben Hinojosa, a Democrat, says overall the transition has been smooth.

iPod creators turn beautiful design attention to home energy (Yahoo! News)

Let's face it ? some things, like Corvette speedboats and Tesla Roadsters are sexy. Thermostats, in general, are not. While we all know that programmable thermostats are a great way to save money and the environment, they're not terribly intuitive to use, and just not that interesting. Until now, anyway.

Two of the people responsible for creating Apple's iconic iPod, longtime senior vice president Tony Fadell and lead engineer Matt Rogers, teamed up to found Nest Labs. Together they took the sleek, user-friendly genius of the iPod and incorporated it into a programmable thermostat that even technophobes will love.

In addition to the stylish design (the metal of the outer case blends in with the surrounding colors, making it a match for any d?cor, and the dial glows blue when it's cooling and red when it's heating), this is one smart piece of technology. It's called the Nest Learning Thermostat, because after about a week of using it, it will learn your typical schedule, and create a program to meet your energy needs. If you tend to leave the house around 8 a.m., and return around 6, the Nest learns this and adjusts accordingly.

And the Nest doesn't just keep track of the temperature you set with the dial; it also measures ambient light, humidity, and motion, and uses all that data to fine-tune its program. That way even on a day you're usually home, like Saturday, if it doesn't detect any motion in the house for a long time, it will adjust the temperature to save you money. If you have multiple Nest units installed in your home, they will communicate via wifi to coordinate schedules for different parts of the house. You can also adjust its settings online or via an iOS device.

Panasonic to slash domestic chip output: Nikkei (Reuters)

TOKYO (Reuters) ? Japanese electronics maker Panasonic Corp will scale back domestic semiconductor output by the end of March 2012 and cut about 1,000 jobs, reflecting its recent move to reduce TV panel production, the Nikkei business daily said on Sunday.

All of the firm's five domestic chip-manufacturing facilities, including the state-of-the-art Uozu plant in Toyama prefecture, will cut output, the report said.

The company is likely to outsource more semiconductors from such firms as Taiwan Semiconductor Manufacturing Co and boost its outsourcing ratio from the current 10 percent to around 30-40 percent within a few years, the report said.

Officials with the company were not immediately available for comment.

Panasonic will reduce plasma TV panel production and lay off about 1,000 people, a source told Reuters on Thursday, as its loss-making television unit struggles to compete with Asian rivals like Samsung Electronics.

Winter forecast cold north, dry south, heavy snow

WASHINGTON (AP) ? Winter looks to be cold and wet across the northern tier of states, and the drought will worsen in the South, where conditions are expected to be warmer and drier than usual, government forecasters said Thursday.

Like last winter, the Pacific Ocean cooling known as La Nina is affecting the weather, according to the National Oceanic and Atmospheric Administration.

Mike Halpert, deputy director of the agency's Climate Prediction Center, said snowfall probably will top the usual amounts from the Northwest to the Great Lakes and the Ohio and Tennessee river valleys.

Dry conditions could extend from Southern California east across drought-stricken Texas and Oklahoma and along the Gulf Coast into Florida and possibly north to Virginia.

Winter weather in other areas and the Northeast could go either way, the researchers said.

While the forecast is not guaranteed, it could be more bad news for drought-stricken regions.

Already 91 percent of Texas, 87 percent of Oklahoma and 63 percent of New Mexico are in extreme or exceptional drought, said David Brown, director of Southern Regional Climate Services for NOAA. The unusually dry conditions also extend into Arizona, Colorado, Kansas, Arkansas and Louisiana, he noted.

Continued dry conditions will affect farming, livestock and other pursuits.

It would take 10 inches to 15 inches of rain in some areas to make an appreciable difference, Brown said, and "the likelihood of seeing that kind of relief is pretty low."

At the same time the forecast for December, January and February looks to be cool along with West Coast and across the northern states to the Great Lakes. Wetter than normal conditions cover that area and extend a bit farther east and south, possibly as far as western New York and south to Kentucky.

Some of the details by region:

?Pacific Northwest: Colder and wetter than average; increased mountain snow in the Pacific Northwest and western Montana. There could be spring flooding in the Missouri River Basin.

?California: Colder than average with odds favoring wetter than average conditions in northern California and drier in southern California.

?Northern Plains: Colder and wetter than average; spring flooding could be a concern.

?Southern Plains and Gulf Coast states: Warmer and drier than average; will probably worsen drought conditions.

?Florida and south Atlantic Coast: Drier than average, with an equal chance for temperatures above, near or below normal; worse than normal wildfire conditions.

?Ohio and Tennessee Valleys: Wetter than average with equal chances for temperatures above, near or below average; potential for increased storminess and flooding.

?Northeast and Mid-Atlantic: Equal chances for temperatures and precipitation above, near or below normal. Winter weather in these areas is often driven by a pressure change called the Arctic Oscillation, which is difficult to forecast. If enough cold air and moisture are in place, areas north of the Ohio Valley and into the Northeast could see above-average snow.

?Great Lakes: A tilt toward colder and wetter than average.

?Hawaii: Above-average temperatures are favored in the western islands. Statewide, the current drought is expected to continue through the winter, though recovery is more likely over the windward slopes of the Big Island and Maui.

?Alaska: colder than average over the southern half of the state and the Panhandle with below average precipitation in the interior eastern part of the state.

'Paranormal Activity 3' Terrifies Fans At New York Screening

It's not often that you see people standing for hours in a line that wraps around the block just for the chance to get scared out of their minds, but that's exactly what happened Tuesday night in New York at an advance fan screening of "Paranormal Activity 3."

Fans tweeted for a chance to check out the third entry in the found-footage horror series and to learn how the haunting started. Some of the hopeful audience members showed up as early as the morning before the 10 p.m. screening.

Once inside the theater, the lucky crowd competed for prizes like iPods, only heightening the excitement in the room. When it was finally time to screen the movie, directors Ariel Schulman and Henry Joost showed up, appropriately decked out for Halloween with fake knives and syringes lodged in each of their heads.

Schulman warned people that they weren't ready for the scares in "Paranormal Activity 3," promising that nobody in the theater was going to sleep that night. Among chants of "P-A-3," the lights dimmed and the screams started, and they didn't stop for 84 minutes.

As soon as the screening ended, the fan reaction was clear. "I thought 'Paranormal Activity' was tuck-your-feet-under-the-blanket horrifying," said Jeffrey Caban, who claimed his heart was still racing. Nelson Rosa said he understood "the saying 'my heart skipped a beat' [for the] first time ever."

"It was intense. It had me screaming, jumping up and down, covering my eyes, everything," Maria Huighes said.

Police: NY crew took tricks from heist film 'Town'

(AP) ? Police say a prolific burglary crew in New York City has taken cues from the bank heist drama "The Town," splashing bleach on ATMs and cash drawers to try to destroy DNA evidence.

A New York Police Department spokesman said Tuesday several burglary suspects told detectives they'd watched the bad guys in the Ben Affleck-directed film do the same thing. The suspects were arrested over the weekend.

Coming Soon? Skype Founder Working On a Netflix Rival (Mashable)

Skype founder Janus Friis is preparing to launch an online video service named Vdio that may go head-to-head with Netflix, according to information gathered by GigaOm. Vdio, in its current state, is nothing more than a landing page with a Facebook log-in button and a message that teases U.K. residents with a "coming soon" promise. A string of related documents, uncovered by GigaOm, suggest that something grandiose is brewing behind the scenes -- and that Skype founders Niklas Zennstr?m and Janus Friis are the guys behind it.

The evidence: Vdio has been operating under the radar for nearly two years as Project WBS, a Los Angeles-based entity A staging site for Project WBS is a replica of the Vdio website.

Plus, the Vdio trademark was registered in 2009 by Pulser Music Services, a company also closely associated with Rdio. Rdio is the similarly named music streaming service that Zennstr?m and Friis co-founded.

Little else is known about Vdio apart from the name, landing page, Facebook app, trademark and backers. The product remains cloaked in mystery. The service's tagline, "Are you watching?," and its homepage suggest that Vdio may be a streaming entertainment service with a web and mobile subscription model similar to Rdio, meaning it could compete directly with Netflix.

It's not such a far-fetched guess considering that Rdio was a late entrant to the music streaming market and now competes directly with the much buzzed about Spotify. Still, nothing is known about the actual Vdio product or whether the company has secured the licensing deals needed to offer a product replete with content.

Reps from Vdio could not be reached for comment.

Update: Vdio has confirmed that it is a privately-funded company founded by Janus Friis. Its closed beta service will let users "instantly watch the best in TV and movies."

Obama seeks votes on jobs, piece by piece

(AP) ? Railing against Republicans, President Barack Obama on Monday pushed for a jobs package that Congress is splintering into pieces, as Senate Democrats planned action first on a longshot plan to help states hire teachers, police and firefighters. In campaign mode on the road, Obama accused Republicans senators of saying no to helping Americans.

With the president's plan for one big bill now dead, the Senate began moving to take up parts of it. Yet given that the Senate is likely to be consumed this week with an overdue spending bill ? and then taking a vacation next week ? any votes may be not take place until November.

Senate Majority Leader Harry Reid planned to announce on Monday that the chamber would move first on the aid to states. Obama, on a bus tour through the politically crucial states of North Carolina and Virginia, made a coordinated push for that element of his bill and mocked Republicans for forcing a piece-by-piece approach to his jobs legislation.

Republicans in the Senate rejected consideration of his whole $447 billion plan last week.

"Maybe they just couldn't understand the whole thing at once, so we're going to break it up into bite-size pieces," Obama said from his first stop in Western North Carolina before getting on his black-tinted bus and heading east across the state.

Obama is pitching a $35 billion proposal of aid to states, one slice of his overall bill. White House spokesman Jay Carney said the White House anticipated action "very soon."

But the state aid package faces long odds on Capitol Hill.

It is a non-starter in the GOP-controlled House and is sure to face a vote-blocking filibuster in the Senate, which would require 60 votes to overcome. Last year, when Senate Democrats controlled 59 votes, moderate Republicans Susan Collins and Olympia Snowe of Maine voted with Democrats to pass a $26 billion state aid package. But with their numbers down to 53, Democrats appear stuck.

Outside Asheville, N.C. a supportive crowd in broke into a chant of "four more years" for Obama. Said the president in response: "I appreciate the four more years, but right now I'm thinking about the next thirteen months."

Republicans denounced the bus trip as nothing more than a taxpayer-funded campaign trip through two must-win states to try to bolster his standing for the 2012 election.

Obama kept up his strategy of taking his case to voters, saying that a recent poll showed public backing for his proposals.

He told his audience that when Republicans in the Senate voted against his bill, "essentially, they said no to you."

Obama spoke from an airport outside Asheville, N.C., that he said could benefit from his $50 billion proposal to help fix airports, roads, bridges and other infrastructure.

After his remarks and plenty of hand-shakes, Obama was headed east on his bus ? an impenetrable-looking vehicle painted all black with dark tinted windows.

Obama first used the custom-made bus during a similar road trip in August, when he traveled through Minnesota, Iowa and Illinois. The Secret Service purchased it for $1.1 million.

House Republicans also touted legislation due for a vote next week to repeal a law that would require the withholding of 3 percent of payments to government contractors. The measure was enacted in 2005 by a GOP-controlled Congress to try to ensure that contractors couldn't duck their taxes.

While Obama has pledged to travel the country pitching his plans to get Americans back to work, his stops have focused heavily on political swing states, underscoring the degree to which what happens with the economy is tied to Obama's re-election prospects.

Despite Obama's calls for urgency, it appears the lawmakers may not take up individual components of the president's bill until November, at the earliest. The Senate is set to debate appropriations bills this week, and lawmakers have a scheduled break at the end of the month.

The president will also speak at community colleges, high schools and a firehouse as he travels through North Carolina and Virginia this week.

Both North Carolina and Virginia are traditionally Republican leaning, but changing demographics and a boost in voter turnout among young people and African-Americans helped Obama carry them in 2008.

But nearly three years after his historic election, the president's approval ratings in both states are sagging, in line with the national trend.

A Quinnipiac University poll out earlier this month put Obama's approval rating in Virginia at 45 percent, with 52 percent disapproving. The same poll showed 83 percent of Virginians were dissatisfied with the direction of the country. In North Carolina, Obama has a 42 percent approval rating, according to an Elon University poll conducted this month. Most national polls put Obama's approval rating in the mid- to low-40s.

The conservative advocacy group American Crossroads planned to run television ads in both states during Obama's trip, criticizing the president's jobs proposals as a second round of stimulus spending.

Thai capital escapes floods as waters recede

The government expressed confidence Sunday that Bangkok will escape Thailand's worst flooding in decades, as the capital's elaborate barriers held strong and floodwaters receded from submerged plains to the north.

Floods have killed 297 people since late July and caused $3 billion in damage. A third of the country is under water but officials believe low-lying inner Bangkok will be spared after the strengthening of its system of defensive dikes and canals.

"The government's operations are proceeding well ... As for the current water level, it is satisfactory and it's quite certain that water will not flood Bangkok," said Police General Pongsapat Pongcharoen, a spokesman at a crisis center set up at the city's old Don Muang airport.

Agriculture Minister Theera Wongsamut said the largest mass of runoff water flowing southward had passed through Bangkok's Chao Phraya river and into the Gulf of Thailand, and that the river's levels would rise no higher. He stopped short of saying the threat to Bangkok had passed completely.

The capital is being shielded by an elaborate system of flood walls, canals, dikes and underground tunnels. But if any of the defenses fail, floodwaters could begin seeping into the city of 9 million people.

The north, northeast and center of Thailand have been worst hit by the flooding and Bangkok ? much of it only 6.5 ft above sea level ? is at risk as water overflows from reservoirs in the north, swelling the Chao Phraya river that winds through the densely populated and low-lying city.

"People have faith these walls will work," a saffron-robed monk named Pichitchai said as he peaked over stacks of sandbags added in recent days to help protect a Buddhist temple along a canal in northwestern Bangkok. The 36-year-old uses only one name.

The agriculture minister said floodwaters in the provinces of Singburi, Angthong and hard-hit Ayutthaya have begun to recede, signaling that the pressure on the capital could ease.

"I can confirm that the highest possible level of water has already subsided," Theera told reporters. "The water level in the Chao Phraya will not be higher than the barriers."

Relentless rains
Relentless monsoon rains that began inundating the country in late July have affected two-thirds of the country, drowning agricultural land, swamping hundreds of factories and swallowing low-lying villages along the way.

More than 200 major highways and roads have been shut along with the main rail lines to the north since the rains began.

The most affected provinces are just north of Bangkok, including Ayutthaya, which is home to a series of ancient and treasured stone temples. Water there and in other towns has risen in some places six-feet-high, forcing thousands of people to abandon their homes.

Floods have swallowed up homes and forced a series of huge industrial parks to close, including the Bang Pa-In estate in Ayutthaya on Saturday. Another estate, Factory Land in Ayutthaya, which has 93 factories employing 8,500 employees, flooded in the early hours of Sunday.

The river was reported to be at a record high level of seven feet at one point on Saturday but the embankment wall running along it in inner Bangkok is at least 2.5 meters high and has been raised along vulnerable stretches.

Prime Minister Yingluck Shinawatra has sought to reassure residents they should be safe but people have still stocked up on bottled water, instant noodles, rice and canned goods, emptying shelves in some major markets.

Many have parked their cars in elevated garages and piled sandbags in front of shop-houses and homes.

Water from the north approached Bangkok over the weekend, coinciding with high estuary tides that hamper the flow of water into the sea.

"We will protect strategic areas and the heart of the economy such as industrial zones, the central part of all provinces and the Thai capital as well as Suvarnabhumi Airport, industrial estates and evacuation centers," Yingluck said on Saturday, referring to Bangkok's main international airport.

In the year 2018, the euro collapsed, leaving the entire European Union on its knees, crippled with debt. An emergency summit was called, and the decision was made. Europe would unite as one nation. Representatives from each former country would become part of the new European Government.

In 2060, the United Union found itself in more debt than ever. It owed billions to China, Russia, and various countries and dictatorships in the Middle East. They owed the most money to the United States of America. A secret agreement was arranged, and the UU would swear complete allegiance to the US.

2065. The United Union is merged with the United States of America along with various other countries. The new American Empire controls almost 49% of the world, making the largest and most powerful empire in the history of the world.

2090. Treaties signed with China, the new Japanese Empire, the African Alliance and various other world powers. Project Clarify was put into action across the globe. New cities with top-class facilities for everyone were built alongside the old. Places were secured for the majority of the world's population. Poverty was at an end. Crime was set to hit an all time low. Humankind has reached a new age of peace and prosperity.

2100. It started with criminals. They were refused entry to the new cities, forced to remain in the abandoned old world. Then it grew to those of us who didn't fit in. Those of us deemed not intelligent, those who needed excessive care and eventually it spread to those of us who weren't seen to be attractive. Last of all, those of us who just didn't fit in, because we were gay, because we dressed differently, because we were a little eccentric, because we had any little flaw were thrown out onto the ruins of what used to be America.

This is the year 2115. As far as the 'clean' are concerned, they are celebrating twenty-five years of no poverty, low crime rates and the perfect life. The truth is that they are being drugged, kept oblivious to the true nature of their 'Leaders'. They live like kings, likening themselves to Gods and telling the people that it is for their own good. We are branded as a threat to this so called perfection, so they spread propaganda and encourage people to alert the authorities if they even suspect that we might have infiltrated Soviety. We on the outside have struggled to survive, with limited water and food supplies, gang wars and random attacks and executions by the Empire's police force.

There is a group of us within one of the Old Cities. We are not very big, but we are growing. We are kept together by the last pirate radio station in the world -- 711. Headed by two rebels with the code names Hollow-point and Dusk they are stirring things up with a volatile cocktail of music, speeches and general rebelliousness and working with the rebel leaders Saint, and his second-in-command, Angel.

What will you do, punk? You gotta remember we are all a bunch of criminals and animals at best, and with the police attacks growing, things are getting a hell of a lot more dangerous around these parts.

So grab your gun and hit the streets before the streets hit you, bitch.

OPEN SLOTS:

Hollow-Point; 711 DJ, who generally takes the later shifts. He's a more aggressive supporter of Saint and Angel, and is very vocal about it. Hollow was originally a Society Citizen, but was removed for 'unlawful sexual practices' after he was caught sleeping with another man. What isn't widely known is that he had a one very drunken night stand with a lesbian doctor friend of Angel and Saint's; the Nurse, Sarah. What is known is that Sarah is now pregnant, but she's refusing to name the father.

We are always willing to accept new, original characters, good and bad alike, to join in with the action!

Saint and The Exiled is an active action RP, with strong romantic elements, set in a dystopian and corrupt world. At the moment of posting five pages long and about 110 posts long. It has been active for two months, and one in-character day has passed.

  • The ruins of an old skyscraper fell, miraculously only injuring one person, a resilient teenager nicknamed Shadow.
  • There was a firefight between Society Forces and the Unclean, resulting in losses both sides.
  • The Society Officers have a new commander; a mysterious figure known only as 'Lucifer'. He announced himself to be the brother of Saint's second-in-command Angel. He also announces that he wants both of them alive; he blames Angel and Saint for the execution of his uncle and the suicide of his mother and wishes them to suffer for it.

Disaster's Aftermath: Assessing Hurricane Irene's Damage

MINNEAPOLIS ? Less than two months after Hurricane Irene barreled up the eastern coastline of the United States, a group of scientists from some of the areas hardest hit presented evidence of the storm's dramatic geological effects on their home states.

Researchers from Pennsylvania, New Jersey, New York and Vermont took to the podium at a meeting of the Geological Society of America, to discuss what they've learned since the massive storm swept across the Northeast.

The numbers that are emerging, not surprisingly, paint a picture of a powerful storm that sent record rains surging into New England's waterways, causing landslides, massive flooding and billions of dollars in damage.

Rain, rain and more rain

Joshua Galster, of New Jersey's Montclair State University, said a barrage of rain in his state caused unprecedented water levels in rivers and streams.

"We've had record-setting rainfall for the month of August and September," Galster told a crowd of his colleagues. "Basically, we got a year's worth of precipitation in those two months."

Some streams in central and northern New Jersey saw peak levels that were 300 percent higher than the previous high-water record, Galster said.

In addition, just days after Irene swept across the Garden State, New Jersey got walloped again when Tropical Storm Lee brought additional waters to the already saturated regions.

"Irene was a really big media event ? people were ready for it," Galster said. "Lee, not so much. People were caught completely unaware." [Related: Will Hurricane Irene's Name Be Retired?]

Tropical Storm Lee's devastating sneak-attack on states just beginning to dig out from Hurricane Irene's devastation was a recurrent theme throughout the talk.

Further complicating matters, Hurricane Irene's raging waters swept away many scientific tools researchers depend upon to quantify a storm's fury.

Christopher Koteas, of the University of Massachusetts, Amherst, said the storm washed away stream gauges in his state. It also caused landslides and mudslides and raging floods in the area, which caused roads to crumble away. Quite a few have still not yet re-opened, he said.

The data did reveal a few surprises, the researchers said.

Storm surprises

Koteas explained that although Hurricane Irene and Tropical Storm Lee both brought powerful floods, they differed in one significant way.

"Flooding associated with Irene picked up an incredible amount of material, and Lee had almost no turbidity," Koteas said. He explained that because Irene's floods washed away such a huge amount of sediment and other material, there wasn't much left behind for Lee. "So our next big storm had a very different effect on the system."

Douglas A. Burns, a hydrologist with the U.S. Geological Survey, said the storm also brought surprises to New York. Hurricane Irene was so powerful that, at one point, it changed salt levels in the Hudson River near New York City to almost zero.

"The flood was so massive it pushed all the salt water out into the ocean," Burns said.

At least 50 stream gauges in New York recorded record floods, however, many of the state's turbidity probes, which measure how much dirt and other material is swirling around in the water, were lost.

Pee Wee, Potter, Vader honored at Scream Awards (AP)

UNIVERSAL CITY, Calif. ? Heroes and villains from the worlds of horror, fantasy and sci-fi shared the stage at Spike TVs annual Scream Awards.

More television event than traditional awards ceremony, the Scream Awards were presented in an amphitheater built on the Universal Studios backlot just for the occasion.

The Saturday night show was as much about how the awards were presented as who got them, but for starters, the top honorees were Harry Potter, Darth Vader, Nicolas Cage, Pee Wee Herman and Robert Downey, Jr.

Resembling a psychedelic circus, one side of the stage was a life-sized dollhouse populated by costumed characters, the other a staircase topped by a giant keyhole, and in the middle was a lake that lit up with fire.

Fans picked the night's winners and also filled the makeshift theater for the 2 1/2 -hour presentation, which is set to air Tuesday as a two-hour special on Spike TV and VH1.

The show literally began with a scream, opening with a giant crane carrying a woman across the sky, then dropping her into the fiery lake. Blasts of fire and various stunts continued throughout the program.

Potter took the night's top prize. The eight-part film franchise was named the Ultimate Scream, which awards presenter Chloe Grace Moretz described as "the most awesome, most rocking thing that the universe has ever seen."

Audience members were given glow sticks before the winner was announced, and when "Potter" star Daniel Radcliffe accepted the prize by video from New York, fans there were waving the same lights. Co-star Ralph Fiennes, who played Lord Voldemort, also appeared by video to accept an award for favorite villain.

Vader, though, won the Ultimate Villain award. "Star Wars" creator George Lucas presented the Sith Lord with his prize.

Vader, who accepted the award personally, said he's found it difficult to concentrate on his work recently because he's constantly "living in fear of how George Lucas is going to digitally enhance you for the next DVD."

Meanwhile, Lucas announced that the first "Star Wars" film converted to 3-D will open in February. He also offered a peek at his latest project, "Red Tails," about the Tuskegee airmen.

Herman, also known as actor-comedian Paul Reubens, rode his shiny red bicycle across the lake (on floaties) to accept the Visionary award. He thanked his fans and "the academy of Spike TV."

When Cage received the Maverick award from Quentin Tarantino, a motorcycle appeared on stage and the lake blasted with fire.

Before Downey accepted the Hero award, audience members were given placards emblazoned with his image and the word "hero" and told to raise the signs when the actor made his entrance. They practiced a few times before the big moment.

Colin Farrell introduced the "Iron Man" star by saying, "No one plays the hero with more swagger than this man." Up went the placards. Fireworks shot from the stage.

"Thank you. It's a great honor," Downey said. "As your hero, I want you to know I would never, ever, consider using this moment to crassly promote an upcoming movie.... Will you please enjoy this very special world premiere of the new trailer for Sherlock Holmes?"

Downey wasn't the only winner who unveiled his latest trailer. Cage showed "Ghost Rider: Spirit of Vengeance," Radcliffe introduced "The Woman In Black." Trailers were also shown for "Piranha 3DD" and "Paranormal 3."

The show was punctuated with circus-worthy acts such as aerialists, fire dancers and contortionists who performed inside floating plastic balls. There were also plenty of stars and special effects.

The most anticipated movie was "The Dark Knight Rises," and stars Anne Hathaway, Gary Oldman and Joseph Gordon-Levitt took the stage to thank fans for the honor. Bradley Cooper accepted an award for "Limitless" and J.J. Abrams was on hand to take a sci-fi prize for "Super 8."

When Darren Aronofsky accepted the best director award, a massive black swan floated by in the lake behind him. Peter Dinklage is in Croatia shooting "Game of Thrones," but he somehow managed to accept the supporting actor award from underwater.
