Turkish Airlines Investigated for Tax Fraud in Israel

Turkish Airlines' Israeli office is currently being investigated for alleged tax evasion amounting to over 1.5 million shekels ($418,000), the Justice Ministry said Monday, according to the Israel Hayom daily.

The newspaper quoted a statement published by the Ministry which said that the Tel Aviv District Prosecution's Taxes and Economics Department is considering pressing criminal charges against the company as well as the head of its local office, Fatih Dogan, for failing to meet Israel's Tax Authority guidelines for foreign companies operating in Israel.

The decision is pending a hearing before the head of the Taxes and Economics Department, attorney Mina Zamir, reported Israel Hayom.

Turkish Airlines in considered one of the world's leading international carriers, and was ranked the seventh-best airline in the world in 2012 and the fastest-growing airline worldwide in 2011.

The company's Israeli office numbers dozens of Turkish employees, whose wages are subjected to both Turkish and Israeli tax laws, noted Israel Hayom.

The Tel Aviv District Prosecution believes that between 2006 and 2010 the airline filed false tax reports in Israel, and that the wages paid to the company's Turkish employees, which were deposited in their bank accounts in Istanbul, were higher than the wages declared in Israel for taxation purposes.

This method allegedly allowed Turkish Airlines' Israeli office to pay its employees "under the table" and avoid deducting taxes that should have been paid to the Israeli authorities.

The investigation into the matter was made public in December 2012, following several months of undercover work by the Tax Authority. Turkish Airlines' office in Tel Aviv was raided by Tax Authority agents, who seized company records and well as several computers, reported Israel Hayom.

Should the hearing conclude that Dogan and Turkish Airlines deliberately perpetrated fraud, they -- alongside the accountants who filed the reports on their behalf -- could be charged with tax evasion, tax fraud, filing false tax reports and falsifying corporate tax records.

A statement by Turkish Airlines, carried by the financial daily Globes, said that the airline "is in compliance with the tax laws and regulation of every country it operates in, including Israel. The company employs the services of Israeli tax advisers and it relied on their advice, which proved wrong. Once we were alerted to the situation, the company made sure to pay the missing taxes. Turkish Airlines will present its case before the [Tel Aviv District] Prosecution and we are sure that our explanation will fall on sympathetic ears."

Israel and Turkey?s relationship has been strained in recent years and the rift between the two countries deepened in May 2010, when Israeli commandos raided a Turkish vessel trying to breach the maritime blockade imposed on Gaza.

Nine Turks died on the Mavi Marmara, which refused Israeli orders to dock at the Ashdod Port. When the ship refused, the commandos boarded it, encountering violence from the members of the IHH organization who were on board and who attacked them with clubs and knives. The soldiers had no choice but to open fire.

Under pressure from U.S. President Barack Obama, Prime Minister Binyamin Netanyahu apologized in March to Turkish Prime Minister Recep Tayyip Erdogan for the deaths of nine Turks in the 2010 flotilla.

Netanyahu, in addition to the apology, agreed to compensate the families of the nine Turks, while Erdogan promised to cancel the legal proceedings his country launched against IDF officials.

Reports have indicated that Israeli and Turkish officials have made progress in talks on compensation for the Marmara incident, but a deal is yet to be finalized.

Last week, however, Turkey?s Deputy Prime Minister Bulent Arinc said that his country will not be satisfied with Israel simply paying compensation to the Marmara victims. The Jewish state, he said, must acknowledge that the money it is paying to the victims is a result of its committing a wrongful act.

A poll released earlier this month found that Israelis are unhappy with the apology to Turkey. 85% of respondents said the chances of their going on vacation to Turkey in the near future are very low.

Only 28% of Israelis believe that relations between Israel and Turkey under Erdogan will improve in the near future, while 42% think relations will stay the same and 30% believe they will deteriorate further.

Most Israelis (71%) believe Israel's apology to Turkey was not justified, while only 29% think it was, the poll found.

Former Facebook CTO Bret Taylor and ex-Google?er Kevin Gibbs have launched their latest endeavor called Quip. This startup aims to reinvent how word processing is done enabling users to create documents on any device they have, no matter whether it?s on a phone, tablet, or even on the desktop. And it?s beautifully well done.

In its ?Hello World? style blog post, the founders says that while the hardware may have evolved, the software hasn?t. Sure, we?ve all been quoting that the PC is in decline and now we?re in a mobile society filled with iPhones, iPads, and Android devices, but the tools and apps on those may not have followed suit. Quip seeks to bring that along starting with the word processor:

The features these products have accrued over thirty years have made it difficult for most of us to switch to new products, but they have also made it almost impossible for the products to truly change. When we decided to build Quip, it was based on the premise that the shift to tablets and phones is so fundamental and so all-encompassing that it dwarfs the sum of all of these features in importance.

Quip?s hopeful selling points

It?s interesting that Quip is taking on the Word processing space ? after all, it?s not that often you?re going to see a startup seek to take on The Establishment. But Quip is up to the task and lists four core design goals that separate it from the rest:

Collaboration:?Quip will combine documents and messages into a ?single chat-like ?thread? of updates? that enables multiple people to edit the same document to help streamline production time.

Mobility: Available across all platforms, the product automatically detects what device you?re on and automatically formats to the size of the screen. This way everything is 100 percent visible without resorting to any pinch-to-zoom feature needed. And it also supports offline working so it doesn?t matter whether you?re sitting at a Starbucks, on a subway, in an airplane, or at your desk ? it should work.

Interactivity: Because you?re using a mobile device, rather than printing out the document and editing it, Quip makes it so it can all be done right from the screen in an engaging way. Take a bulleted list and turn it into a checklist so your meeting notes can be a task list. Include @mentions to link to other related documents and create a table of sales data so your team can input information into it simultaneously.

Simplicity: Remember when the latest version of Microsoft Word came out and the interface became too complex that you needed to take a few minutes to get reacquainted? Quip says that its team has worked to make sure that it has a minimal, elegant design to help you focus on writing ? not ribbons (obviously a shot at Microsoft).

How does it work?

Available right now for iOS devices (an Android version is coming soon), when you begin, the app will prompt you for an email address. When we inputted a Gmail address, it asked us to log in using Google authentication. However, when we used a Yahoo email, we received a prompt for a username and password. We suspect that it?s because by syncing with Google, Quip could eventually access files in Google Drive to import into the service ? at this time it doesn?t.

As Quip has a social layer to it, it will then ask you to invite your friends to use it ? of course you can skip this feature.

On the default interface, it?s your dashboard akin to what you might find on Evernote. It lists your documents and folders. Users can create new documents simply with the tap of a button.

When we created a new document, we saw a clean interface, almost like using a no-line notepad. Above the keyboard are three formatting menus. The first one lets you adjust the paragraph format so it can either be body copy, a header (small, medium, or large), or a list (bulleted, numbered, or checklist). The next button inserts objects into the document, including images, a table, a mention, or a document.

The WYSIWYG-style editor on Quip is definitely simple in nature, giving you just enough to craft a fairly decent document ? putting your focus on what you?re writing, rather than the bells and whistles of the software.

Saving documents is also pretty fascinating. Since Quip utilizes the cloud, once you?ve made edits to a document, it will be reflected across all devices. In near real-time, the updated document appears right in the desktop version.

Sadly, while files can be downloaded as PDFs, they cannot be saved as another format ? at least not yet. What?s more, Quip currently has no feature to enable users to upload their own Word documents, which may turn some people away in the short term.

Perfect for the business traveler

Quip is a simple to use application that almost combines the collaboration features of services like Yammer with Google Docs. What would be interesting to see is whether or not it will integrate with a cloud storage service like Dropbox or Box. In the future, it could clearly be integrated with the former?s platform offering, which was revealed at DBX this month. With the latter, Quip could be a part of its OneCloud service.

Start of a software (r)evolution?

Taylor and Gibbs believe the slate of current tools being used in the workplace are outdated and fail to work across all platforms.?However, how their creation stacks up against the likes of Microsoft?s Office 365 cloud offering and Google Docs remains to be seen ? maybe Quip is hoping simplicity will win it more users in the long term.

Quip is starting off targeting the word processor, but it says its mission is to ?eventually build the productivity suite for the mobile era.?

Personal usage of the app is free (for up to 5 users), but the company is implementing a subscription-based service for businesses with plans starting at $12 per month per user (up to 250). An enterprise version is also in the works.

As mentioned earlier, Quip is currently available on desktop and iOS devices. An Android preview release version is available in the Google Play, but the final version isn?t ready yet.

Zawahri vows al Qaeda to free Guantanamo inmates

DUBAI (Reuters) - Al Qaeda leader Ayman al-Zawahri slammed U.S. treatment of hunger striking inmates at Guantanamo Bay and said the group would spare no effort to free them, according to an audio recording posted on the Internet on Wednesday.

Zawahri also said Shi'ite Hezbollah's intervention in the conflict in Syria was an attempt to promote Iranian hegemony over the country.

"The (hunger) strike by our brothers at Guantanamo unmasks the true ugly face of (the United States of) America," Zawahri said in an audio recording posted on an Islamist website and whose authenticity could not be verified.

"We pledge to God that we will spare no effort to free all our prisoners, on top of whom are Omar Abdel Rahman, Aafia Siddiqui, Khaled Sheikh Mohammed and every oppressed Muslim everywhere ...," he added, referring to prominent Islamist militants held by the United States.

He did not elaborate on what al Qaeda intended to do, but militants have in the past kidnapped Westerners and sought to trade them for jailed comrades.

Al Qaeda has also claimed responsibility for simultaneous raids on two Iraqi prisons last week in which they said more than 500 inmates had been set free. And in Pakistan, Taliban broke 250 prisoners out of a jail on Tuesday.

Some 166 men, most of whom were rounded up in counter-terrorism operations since the September 11, 2001 attacks on the United States, are currently being held at a U.S. military base in Guantanamo Bay in Cuba.

Many have been on hunger strike to protest their indefinite detention, with some being force-fed.

Zawahri also denounced Washington's use of drone strikes targeting Islamists, saying it was a sign of the defeat of U.S. campaigns in Afghanistan, Pakistan and Yemen.

Drone strikes have been widely criticized by rights groups who say the strikes often miss their targets and hit civilians.

"These spying planes will not protect you from defeat, but rather are a sign of your failure and the repeated failure of your government," Zawahri said, addressing U.S. President Barack Obama.

"You are leaving a legacy of hatred and demands for vengeance from you over your crimes," he added.

Zawahri, whose Sunni Muslim network adheres to an austere view of Islam that views Shi'ite Muslims as infidels, also condemned the involvement of Lebanese group Hezbollah in Syria's civil war, singling out its leader Sayyed Hassan Nasrallah.

"It has become clear to the Muslim nation that he (Nasrallah) is but a tool in the Safavid, rejectionist project which seeks to impose the authority of Shi'ite jurisprudence ... on the nation of Islam through slaughter, repression, torture and by supporting one of the most corrupt, tyrannical and criminal regimes," the al Qaeda leader said.

Florida's Jeff Driskel undergoes appendectomy

Florida will be starting camp Friday, but it appears the Gators will be without their starting quarterback for at least the first few practices.

The school announced on Tuesday that quarterback Jeff Driskel had undergone an appendectomy. Not a major surgery, by any means, but one that his coach says could keep him out for a few weeks as he recovers.

?Jeff had acute appendicitis and fortunately the medical staff caught it very quickly,? said Will Muschamp in a release. ?His surgery went well and how long he is out will be determined by how his body responds, which could be two weeks.?

Now, the good news for Driskel is that with the transfer of Jacoby Brissett during the offseason, he's the unquestioned starter heading into camp, and that's not likely to change following the appendectomy. The bad news is that Driskel is the unquestioned starter and he could be missing out on a couple weeks of important practices as the Gators prepare for the 2013 season.

If Driskel's appendix wasn't so selfish it would have become inflammed and uncomfortable in June or something.

UK 'slightly happier than last year'

A UK-wide well-being survey has found "small improvements" in people's happiness over the year.

The proportion of people rating their life satisfaction as seven or more out of 10 rose from 75.9% to 77.0%, the Office for National Statistics said.

It said the Olympics and Diamond Jubilee may have "influenced people's assessment of their... well-being".

The survey is taken to help the government develop policies to improve people's well-being.

The ONS also compared its data with European Union figures for 2007-2011 and found that the British were happier than the French.

The UK ranked tenth for life satisfaction out of 27 EU countries, according to the European Quality of Life Survey, with an average rating of 7.3 out of 10 in 2011.

The ONS said the UK's rating was unchanged between 2007 and 2011, showing a "picture of stability" in contrast to a decline in happiness in many EU countries.

It also showed a small reduction in anxiety levels, with the proportion of people rating their anxiety at a higher level of six or more out of 10 falling from 21.8% to 20.9%.

Women rated their anxiety levels higher than men. The average anxiety rating for women is 3.1 compared with 2.9 for men.

Yet on balance, women were found to have higher life satisfaction, consider their activities to be more worthwhile and rate their happiness slightly higher than men.

People aged 45 to 54 were the most dissatisfied, while younger people rated their happiness above average and retired people were the most content age group.

Married couples or those in civil partnerships rated their life satisfaction highest, with the average score at 7.8 out of 10. The ONS pointed out that this was higher than for cohabiting couples who reported an average of 7.6 out of 10.

Widowed and single people rated their life satisfaction lower than those in couples, at an average of 7.3 out of 10 and 7.2 out of 10 respectively.

Though measuring happiness was "complex", the ONS said the factors most associated with personal well-being were health, employment situation and relationship status.

The survey found no significant changes in average ratings for life satisfaction for any of the self-reported health groups or among unemployed people - despite improvements in the labour market.

It did however identify an improvement in average ratings for life satisfaction among people in all relationship statuses.

The ONS said that over the past year, the UK had celebrated several special events, such as the Queen's Diamond Jubilee which included a special bank holiday and the 2012 Summer Olympic and Paralympic games.

Glenn Everett, programme director for measuring national well-being at the ONS, said the events may have boosted well-being because they were perceived as "one-off", "once-in-a-lifetime" events.

"The other part is that Britain did well in the Olympics and the Paralympics," he said.

The first well-being survey was released by the ONS in 2012. Prime Minister David Cameron described it then as crucial to finding out what the government can do to "really improve lives" - but Labour ridiculed the survey as a "statement of the bleeding obvious".

MIAMI ? Marlins hitting coach Tino Martinez has resigned after a player notified the team Martinez erupted in anger unjustly and grabbed him by his neck and neck chain, according to multiple sources.

Earlier Sunday sources said team owner Jeffrey Loria, who made the decision to hire Martinez, had nixed the idea of accepting Martinez's resignation, at least for now.

According to two sources, the agent for rookie second baseman Derek Dietrich, who was demoted last week to the minors, contacted team officials about the alleged incident, which occurred several months ago.

Dietrich's agent, David Meter, would neither confirm nor deny that the incident took place.

"I'd rather not address it," Meter said. "I think it's a team issue."

"I'm sure if there is an issue, it will be addressed," said Marlins spokesman P.J. Loyello.

The Major League Baseball Players' Association was notified of the alleged incident, as well as others involving Martinez, and the union then contacted the commisioner's office. That office was expected to contact the Marlins on Tuesday.

Martinez and manager Mike Redmond weren't on the field at the start of batting practice before Friday's game. Instead, two sources said they were meeting privately with Marlins front office executives to discuss the allegation.

One Marlins player, who spoke only on the condition of anonymity, said Martinez has been verbally abusive to players on a number of occasions since the start of spring training in February. A few players have complained to Redmond about Martinez's behavior.

"It's all shocked everybody," the player said. "He uses intimidation. It's been a problem since day one."

According to sources who have witnessed Martinez's profanity-laced eruptions, other players who have been attacked verbally by Martinez include outfielder Justin Ruggiano, infielder Chris Valaika and minor-league infielder Matt Downs. Another source said the list of players is much larger than that.

Martinez, 45, is a 16-year major league veteran and two-time All-Star who amassed 1,925 hits, mostly with the New York Yankees and Seattle Mariners.

Though he had never coached before at the professional level until this season, he was Loria's hand-picked selection to take over as the Marlins' hitting coach. The Boston Red Sox also had interest in hiring Martinez before the season.

The Marlins are the lowest scoring team in the majors this season.

Injuries and a lack of experience in the lineup have been singled out as the two biggest reasons for the team's lack of offense. But one player said that the rift between hitters and Martinez has also had an effect.

SPORTY shoppers have a new place to go in Worcester city centre with the opening of DW Sports Fitness.

The new shop has opened in the High Street premesis that used to house JJB Sports, which closed after its parent chain went into administration last year.

The new store employs about 20 people, some of whom worked in the old JJB shop.

Company owner Dave Whelan said: ?It is part of our continuous strategy to open good value sports stores with fantastic products for all sport and fitness enthusiasts.

?We strive to offer a fantastic range of sporting clothing and equipment.

?It is our intention to make the DW Sports Store Worcester one of our top retail stores.?

Thomson Reuters Twitter account flooded with pro-Assad cartoons in Syrian Electronic Army hack

The Twitter account of news agency Thomson Reuters appears to have been hacked, the latest victim in a string of similar incidents at the hands of a group called the Syrian Electronic Army. All Things D points out that the account has been suspended, but not before posting a series of inflammatory cartoons (compiled by BuzzFeed) aimed at the anti-Assad Free Syrian Army, the USA, Turkey, and Lebanon.

The Thomson Reuters hack follows a several-month lull after the group attacked the Twitter accounts of news outlets including CBS, NPR, The Guardian, and even satire site The Onion. The Army has also claimed responsibility for stealing millions of Tango users? email addresses and hacking UK broadcasting group Sky?s Android apps.

The exact identities and connections of the hackers to the Assad regime are unknown, but a representative of the group expressed to The Verge that they aim to "deliver a message and spread truth" about the Syrian civil war, which has been raging in the country for the past two years. The conflict has made it nearly impossible for journalists to report from Syria, and has claimed over 100,000 lives according to the UN.

Video games stand apart from the rest of modern technology because of the medium's immunity to pornography. Perhaps it's because gamers ? historically male teenagers and twentysomethings ? just aren't into porn, right?

OK, that can't be it.

The more likely reason is that it's really, really hard to blend sex and video games in a convincing way. Sure, on TV's "30 Rock," fictional character Tracy Jordan dreamed up a game "where characters get weird with each other for golden points." But until recently, all that reality produced were Japanese dating sims, clumsy hook-ups in "Second Life" and silly bouncing cars in "Grand Theft Auto." Even Paul Trowe, the CEO of Replay Games ? which recently rebooted the cheesy and borderline-offensive "Leisure Suit Larry" franchise ? admitted to NBC News that the infamous game "isn't about sex; it's about the absence of sex."

"Heavy Rain" may have been visually groundbreaking when it was released in 2010, but the horrendously awkward sex scene is one of the main things that kept players from truly suspending disbelief.

Video game virtual sex has been on an upswing in recent years, with varying degrees of success. Character-driven games like "Dragon Age" and "Heavy Rain" created somber novelesque sex scenes with a photorealism never before rendered in polygons, but drew complaints that the illusion fell flat. Character movements are a bit inhuman, or worse, players are required to participate in goofy ways, like using a PS3's dual joysticks to unhook a virtual bra.

And that's the problem.

The closer developers get to "virtual sex," the greater the risk of falling into the uncanny valley ? our natural revulsion to the not-quite human. (This divide is what makes "The Incredibles" more watchable than "Polar Express.") What will it take to bridge the valley? The latest virtual-reality goggles and full-body motion sensing a la Xbox Kinect, working in tandem, says Jeroen Van den Bosch, the latest entrepreneur to seek this Holy Grail.

Think 'wicked'
Belgium-born Van den Bosch runs a small startup in Irvine, Calif., and claims to have a working prototype of "the world's first erotic virtual reality adventure game."

Exactly how players hook up in "Wicked Paradise" isn?t something Van den Bosch will detail during the development phase. But he claims his game will succeed where others have failed because the visual quality of computer-generated images (CGI) is finally able to make practically life-like characters.

Van den Bosch also has a not-so-secret weapon ? a virtual reality (VR) gaming headset heralded as the first VR product that actually works. The Oculus Rift ? high-tech goggles through which users see 3-D panoramic images that adjust in real time ? promises "total immersion" for the player.

"So in real life when you're reaching out to grab that door handle" (or whatever else one might want to reach out and grab in an "erotic" game), "in virtual reality you can see yourself do exactly the same thing," Van den Bosch said.

"It's awesome," he says of his as-yet-unseen game.

Erotica or smut?
Just don?t call the game "pornography."

"Porn is making something that you watch; we're making something that you do,? Van den Bosch told NBC News.

Road to VR

?We have thousands of very well-designed shooter games that all cater to negative emotions ? terror and fear," Van den Bosch said. "But we very rarely have any attempts to create positive emotions like passion, seduction, and love."

He?s not alone in this observation.

Modern game design hasn't exactly evolved to make different kinds of relationships and interactions with game characters possible, explained Belinda Van Sickle, the president and CEO of Women in Games International, which works to promote the inclusion and advancement of women in the games industry worldwide.

"The template game mechanic for so many games is just shooting things," Van Sickle told NBC News. "And that's just because: sex is not simple. Violence is simple!"

Van den Bosch, too, is critical of the game industry's double standard of inviting people to consume horrendously violent work while simultaneously abhorring anything that has the least bit to do with sex.

Nonetheless, news of "Wicked Paradise" has been met with sarcastic smirks if not outright disdain. "This is why we can't have nice things," BuzzFeed's game critic quipped in an article about "the horny dudes" who are "making a porno" for the Oculus Rift.

Like its science fiction counterpart "Mass Effect," "Dragon Age: Origins" drew fierce praise and condemnation alike for its frank depictions of sex and LGBT relationships.

Rather than a ?porno,? Van den Bosch prefers to compare ?Wicked Paradise? to ?Game of Thrones? ? something that has says is "very sexually explicit but still has a great storyline."

Will it catch on?
Whether or not the eight-person team behind "Wicked Paradise" is truly a group of inspired artists or just a group of "horny dudes," Van Sickle told NBC News that she doubts the mainstream game industry will change its outlook about sex in video games any time soon.

Sickle said that since the Entertainment Software Rating Board's main purpose is to protect "the video game industry from becoming a target" of public criticism, she would be surprised if the organization starting relaxing its stringent standards around sexual material (compared to, say, violent content) any time soon.

The ESRB rating system maintains a powerful enough grip over many of the most lucrative parts of the industry that the vast majority of game developers making material like Van den Bosch's don't bother submitting games for a rating. Receiving an Adults-Only (AO) rating from the ESRB preemptively shuts it off from millions of players, since none of the major game consoles or video game retailers like Wal-Mart or Best Buy will allow AO-rated games anywhere near their customers.

As with the Internet, Van Sickle thinks that sexually explicit material in video games is an eventual inevitability ? as long as hardware developers like Oculus VR keep their promise to not regulate content. And, well, that may not be such a bad thing after all.

"There's a market for adult video games, because adults play video games and adults like sex," Van Sickle said. "So I'd like it see to grow and become something above-ground, rather than what it is right now."

Analysis: Pope's Brazil visit raises red flags for World Cup, Olympics

RIO DE JANEIRO (Reuters) - A string of organizational flaws during the visit of Pope Francis to Brazil that put him at risk and stranded thousands of visiting faithful has deepened concern about the country's ability to host the upcoming World Cup and Olympic Games.

Even Rio de Janeiro's mayor gave himself a failing grade in organizing World Youth Day, a biennial gathering of young Catholics that on Sunday drew some 3 million people to a seaside mass delivered by the pope on Copacabana beach.

The city, said Eduardo Paes in a radio interview on Friday, "scored closer to zero than ten."

The big events in Brazil, including next year's World Cup soccer tournament and the 2016 Olympic Games, are supposed to showcase a decade of economic growth in Latin America's largest country and justify the first-world airs put on by many of its leaders.

But slowing growth in the last two years and disgust with corruption, rising prices and the sad state of public services are leading many Brazilians to see little more than pretense behind the extravaganzas.

Last month, protesters staged massive demonstrations across Brazil during the Confederations Cup, a soccer competition seen as a trial run for the World Cup. Anger focused on the fact that billions of dollars was being spent on sporting events rather than on schools, hospitals and public transport.

Even as Brazilians gave Francis a rapturous reception, they were taken aback by the problems that emerged during his visit and the youth summit, an event which had been planned for two years. Catholic faithful who came from across the world faced long lines, crowded buses, faulty trains and disorganization.

ADDED STRAIN

"Only the pope can save this," ran the headline at the top of O Globo, Rio's biggest newspaper, on Saturday.

Francis had gracefully brushed off the problems. They included a security scare early in his stay, transport delays that stopped thousands from getting to some appearances and the last-minute decision to move the youth conference's climax to Copacabana from a flood-prone field that had been turned into a bog by heavy rain.

Security and transportation experts said the problems stemmed from the strain added to bureaucracies, infrastructure, and public services that are buckling even at the best of times.

Heavy traffic and bad weather routinely cause gridlock in Rio, a city that depends on tunnels and bridges to connect sprawling communities scattered between mountains, marshes and beaches.

The chaos surrounding the Catholic youth gathering prompted serious questions about whether authorities will be able to handle alcohol-fueled soccer fans at the World Cup or the logistical challenge of moving the throngs of athletes and fans for Olympic competitions.

"There is never a way to control absolutely everything when you get that many people together," said Christopher Gaffney, a professor of urbanism at Rio's Fluminense Federal University, who has studied the organization of major events elsewhere. "The focus has to be on minimizing the chances that things go wrong."

During the pope's visit to Rio, authorities sought to ease the strain by declaring public holidays and cordoning off huge sections of the city, lessening traffic for anything other than pope-related activities.

The holidays, also planned during the big upcoming sports events, have been criticized by some who accuse the city of shutting down much of the local economy for the benefit of the handful of interests involved in the events.

PLENTY OF PROBLEMS

Even with holidays, plenty went wrong during the last week.

On Monday, as Francis traveled into the city center from the airport, his driver turned into an unprotected lane along a major avenue, where adoring crowds surrounded his vehicle and reached in through the window to touch him.

Though the pope himself appeared to enjoy it, staff and security were horrified, perhaps recalling the shooting of Pope John Paul as he rode in his open vehicle in St Peter's Square in the Vatican in 1981.

On Tuesday, a malfunction in the Rio metro left some subway stations out of service for more than two hours. The shutdown caused many visitors to miss an inaugural mass.

In midweek, as rains pounded Guaratiba, the distant suburb where a giant altar had been erected in a muddy pasture, Mayor Paes said there were no plans to change the venue. On Thursday organizers changed course, recognizing that the mud and rain could cause health problems and even accidents for the legions that would have to travel there.

However prudent the decision, it disrupted the plans of hundreds of thousands of people. Critics said it could have been avoided if organizers had picked a more suitable location to begin with. Locals who had invested heavily in concessions for the hordes of visiting worshippers were left in the lurch.

Officials in Rio had helped sell the city for big events by pointing to a long history of the annual Carnival and New Year's celebrations, which both attract more than a million revelers to its streets. Local authorities now acknowledge they face a learning curve in staging the international gatherings.

"We have had two big events in a row and we have learned from both," said Jose Monteiro, head of the state's office for security at large events. Looking ahead toward the World Cup and Olympics, he promised, "we are doing our homework."

Ian Nanke, an Australian who attended World Youth Day in Sydney in 2008, had struggled to find a place to sleep on Saturday on Copacabana. Back home, he recalled, pilgrims were guided toward specific areas and transport was more efficient.

Omnicom, Publicis merge, forming biggest ad firm

PARIS (AP) ? Omnicom Group Inc. and Publicis Groupe SA say they are combining in a "merger of equals" that will create the world's largest advertising firm, one worth more than $30 billion.

The combined company will be called Publicis Omnicom Group and be jointly led by Omnicom CEO John Wren and Publicis CEO Maurice Levy as co-chief executives. The move is designed to bolster the companies' focus on growing Asian and Latin American markets such as China and Brazil, where they each have ramped up operations to counter lackluster growth in weak European markets.

But although a combined firm will allow for more pricing power in general, the decrease in competition could present regulatory hurdles in the U.S. and Europe. Client conflicts also could be an issue, as rivals such as Coca-Cola Co., PepsiCo, McDonald's, Yum Brands' Taco Bell, Johnson & Johnson and Procter & Gamble now find themselves under the same umbrella.

Omnicom Group Inc., based in New York, owns BBDO Worldwide, DDB Worldwide Communications Group and TBWA Worldwide, among other agencies. Paris-based Publicis Groupe SA runs its namesake agency as well as Leo Burnett Worldwide, Saatchi & Saatchi and DigitasLBi. Their merger creates a company with combined annual revenue of about $23 billion, leapfrogging them over current London-based industry leader WPP PLC.

For the first year, Omnicom Chairman Bruce Crawford will serve as non-executive chairman of the new company. He will be succeeded by Elizabeth Badinter, the current Publicis Groupe chairwoman, and daughter of its founder, for the second year.

Omnicom, which also owns public relations firms such as Fleishman-Hillard, Porter Novelli and Ketchum, reported 2012 profit of nearly $1 billion on revenue of $14.22 billion. Earlier this month, the Madison Avenue giant posted second-quarter earnings that topped analysts' average forecast, though revenue growth of 2 percent fell just short of expectations.

Founded in 1986, Omnicom generates just over half of its revenue from U.S. clients, and about one-quarter from European and British markets combined. The company's stock has risen 31 percent in the last 12 months, recently peaking at $67.43 on the New York Stock Exchange.

Omnicom will benefit from Publicis' strategic shift in the last few years toward digital operations, as the French company beefed up its digital marketing profile with the acquisitions of Digitas, Razorfish, Rosetta, Big Fuel and LBi. Publicis, which had revenue of $8.78 billion in 2012, had targeted generating 75 percent of its revenue in digital and fast-growing countries by 2018, according to a recent investor presentation.

And the move gives Publicis, which has faced questions about who will succeed 71-year-old Levy, access to Omnicom's well-regarded senior leadership, said James Dix, an analyst at Wedbush Securities.

A major concern, though, is whether the two companies can strike a harmonious balance of power ? something that can be difficult in mergers of similar-sized companies based in different countries.

"You have these fiefdoms that keep people from playing together. One company is based in Paris, one is in New York. Where is the power center?" Dix said in an interview Saturday.

Dix expects that top executives are comfortable with the structure of the deal, but the adjustment may be more difficult for the next level of executives who run the firms' units.

"Now they have to fit together into a broader organization," Dix said. "If you lose clients or have defections of senior executives then you have something that looked good on paper but didn't quite play out."
