Palestinians have little faith in Kerry effort

RAMALLAH, West Bank (AP) ? Palestinians believe the U.S. effort to restart peace talks is doomed, and they're preparing instead to resume their campaign of seeking membership in key international organizations as soon as next month, officials told The Associated Press on Wednesday.

As U.S. Secretary of State John Kerry arrives on another peace mission, Israel and the Palestinians appear to be as divided as ever over the issue of Israeli settlement building. Without major U.S. pressure on Israel, Palestinians believe the outlook seems bleak.

Kerry's arrival Thursday is the latest in a series of meetings with Israelis and Palestinians over the past two months aimed at getting them back to the negotiating table.

While Palestinians praised Kerry's efforts, they said there has been little progress ahead of what they believe to be a June 7 deadline and said they are already beginning work on a "day-after" strategy.

"We don't have unrealistic expectations. We know the immensity of obstacles," said Hanan Ashrawi, a senior Palestinian official. "If it doesn't work, of course we have our own plans."

Peace negotiations broke down in late 2008 and have remained stalled since then, in large part due to disputes over Israeli settlement construction in the West Bank and east Jerusalem.

The Palestinians claim both areas, as well as the Gaza Strip, for their future state, and say there is no point in negotiating while Israel continues to build Jewish settlements. More than 500,000 Israelis now live in the West Bank and east Jerusalem. Palestinians say that makes it increasingly difficult to share the land with Israel. Israel captured all three territories in 1967, though it withdrew from Gaza in 2005, dismantling its 21 settlements there.

The Palestinians have demanded that Israel freeze settlement construction and accept the pre-1967 lines as the basis of a future border. While previous Israeli leaders have used the 1967 lines as a starting point for talks that failed to produce an accord, Israeli Prime Minister Benjamin says negotiations should begin without any preconditions.

When President Barack Obama took office in 2009, he took a tough line against the settlements and prodded Israel into a partial construction freeze. A short-lived round of negotiations quickly collapsed, and Israel refused to extend the freeze. Obama similarly tried unsuccessfully to press Israel into accepting the 1967 lines as a baseline for talks.

Fed up with the impasse and disillusioned with Obama, the Palestinians last fall won recognition from the U.N. General Assembly as a nonmember state, an upgraded diplomatic status that gives them access to key U.N. bodies. The U.S. was one of just eight countries that sided with Israel in opposing the bid.

Israel fears the Palestinians will now seek membership in international agencies to promote an anti-Israel agenda. Its biggest concern is that the Palestinians will try to join the International Criminal Court and press war crimes charges against Israel.

Since taking office this year, Kerry has devoted substantial efforts toward finding a formula to restart negotiations. He is working on a package that would include economic incentives to the Palestinians and confidence-building measures by both sides. In a significant breakthrough, Kerry recently persuaded the 22-member Arab League to renew a decade-old peace offer to Israel, with new incentives aimed at making it more attractive to Israel.

Economic development is a key aspect of Palestinian state building, and the president of the Palestinian national investment fund, Mohammed Mustafa, said hopes are high for Kerry in that regard.

In an interview, Mustafa said the Palestinian economy is in a dire state, with the government $3 billion in debt and unemployment at 23 percent. Among Palestinians ages 20 to 24, the unemployment rate is 40 percent.

"We can't continue like this," he said. "We need an urgent solution."

The Palestinians have long complained that Israeli control over the West Bank has stifled their economy with military checkpoints, travel restrictions and limits on development.

Mustafa said he has presented development proposals to Kerry, including the creation of tourism projects on the Dead Sea, an industrial park and construction of a new Palestinian city. He claimed that foreign investors are prepared to invest, and that the projects could create tens of thousands of jobs.

"I told Kerry that talking about an independent state requires building the economy," he said. "If Kerry's efforts get these projects approved, they will create huge economic gains. But so far there is no indication from the Israeli side."

Palestinian officials said, however, that even the most ambitious economic projects are no substitute for a serious diplomatic process. They say they will not give up their demand that Israel stop building settlements on occupied land.

"Kerry's plan should be a comprehensive one, not just economic and confidence-building measures and security, but also political and legal," Ashrawi said.

Without a breakthrough in the coming weeks, she said the Palestinians have plans to join international organizations. "That would enable us not just to curb Israeli violations, but also to hold Israel accountable," she said.

Palestinian officials say that Kerry has given them a June 7 deadline for finding a framework for talks. American officials say they have never set a formal deadline for Mideast peace talks resuming or any other benchmark being reached.

Concerned that the international community might blame them for the standstill, Palestinian officials are planning a public relations offensive and diplomatic meetings around the world.

Their main points will be to claim their willingness to compromise, based on a 25-year-old policy of recognizing Israel along the 1967 lines, their commitments to meeting past obligations and their acceptance of the renewed Arab peace initiative.

Israeli Prime Minister Benjamin Netanyahu's office declined comment ahead of Kerry's visit.

Zalman Shoval, an unofficial adviser to the prime minister, said it is the Palestinians who are preventing peace talks from resuming. "The Palestinians unfortunately created a situation from the very beginning that Secretary Kerry's initiative has no chance at the present time," Shoval said.

He said Israel and the U.S share the view that negotiations should begin without preconditions, but the Palestinians are refusing to resume talks unless their demands are met first.

In a recent study, some participants had to choose a chocolate from a box holding a selection of 24 chocolates. Others picked from a box containing just six chocolates. Each box had a transparent lid. Some were told to just pick one and taste it. Others had to pick one, but close the lid again before tasting it. Then all participants were asked to rate their chocolate. Those who put a transparent lid back on the box immediately after choosing from the 24 chocolates enjoyed their candy more than those who lingered with the lid open?even though both groups could see the chocolates not chosen! What about the six-chocolate box? Closing the lid had no effect on chocolate rankings. The study is the Journal of Consumer Research (PDF.) The researchers say other studies show that when we start with fewer options we don?t tend to ruminate on other choices, or even compare options. We simply like what we get. Exclusive: Bob Lutz, Chinese in bid to buy Fisker Automotive - sources

DETROIT (Reuters) - A boutique carmaker led by former General Motors Co executive Bob Lutz and China's largest auto parts supplier made an offer this month to buy cash-strapped "green" car company Fisker Automotive, people familiar with the matter said.

VL Automotive and China's Wanxiang Group are looking to gain control of Fisker through a prepackaged bankruptcy. This comes alongside a separate push by investors in Europe and Hong Kong, including billionaire Richard Li, to buy out the U.S. Department of Energy's position in Fisker.

Sources cautioned that efforts to revive Fisker are ongoing and may fall apart. They spoke on a condition of anonymity because the talks are private.

Fisker, maker of the $100,000-plus Karma plug-in hybrid, has faced a barrage of negative news this year while it scrambles to find a buyer and preserve cash. Fisker hired bankruptcy advisers and fired most of its workforce this year.

The automaker, which has not built a car since July, is also struggling to repay its federal loan. Last month, Republican lawmakers grilled company co-founders Henrik Fisker and Barny Koehler over the automaker's finances.

Henrik Fisker left the automaker over "major disagreements" with the company's executive team in March. Since then he's been in touch with various investor groups to discuss a potential role for himself in car company should Fisker finds a new owner, sources said.

Fisker, Wanxiang, VL Automotive and the DOE were not immediately available for comment. Henrik Fisker declined to comment through a spokesman.

HALF OFF THE KARMA

Details of the bid from Wanxiang and VL Automotive were not immediately clear, but both companies have an interest in Fisker's survival.

Wanxiang bought Fisker's lithium-ion battery supplier, A123 Systems Inc, out of bankruptcy. This week, a judge approved the bankruptcy plan for A123, which changed its name to B456 Systems Inc.

At the Detroit auto show this year, VL Automotive showcased a car called the VL Destino, which combines the shell of a Fisker with the guts of a Chevrolet Corvette ZR1.

The company is a venture between Lutz and his partner, industrialist Gilbert Villarreal. They build the Destino, which will sell for around $180,000, in Auburn Hills, Michigan.

"I want Fisker to live and succeed, if only to ensure a continuing supply of Karma bodies for my and my parter's (sic) VL Destino, a de-electrified Karma with a Corvette drive train, for which there is brisk demand," Lutz said in a blog post posted on Forbes.com on April 26.

Any attempt to revive the company faces an uphill battle with future investors, dealers and consumers, said Donn Vickrey, an analyst with research firm Gradient Analytics. In some areas, the Karma prices have fallen by half.

"They're literally selling at something at 50 cents per dollar right now," Vickrey said. "That's a lot of confidence lost. I'm not sure how you get that back."

He added that it may be "more feasible" to fold Fisker's operations into another firm, rather than continue to operate the company as a standalone automaker.

BUYING OUT THE DOE

Henrik Fisker founded the company with Barny Koehler in 2007 and together they raised about $1.2 billion in private funds. In 2009, Fisker won a $529 million DOE loan in 2009 as part of a U.S. government program to promote advanced vehicles.

Fisker got $192 million in funds before the DOE froze Fisker's credit line in mid-2011 after Fisker missed key performance targets. The resulting cash crunch prompted Fisker to overhaul its management team and look for buyers.

The terms of the loan have been a source of friction between the DOE and Fisker. Prospective buyers have been unwilling to assume the obligations spelled out in the loans, sources close to the company have previously said.

Last year, Fisker tried to refinance the federal loans through a bond offering that did not gain traction, according to sources and internal DOE documents released last month during the congressional hearing. In April, the DOE seized $21 million from Fisker's coffers to repay a portion of the loan.

Investors from Europe are working with Hong Kong businessman Li, who is chairman and chief executive of the Pacific Century Group, to buy out the DOE's position in Fisker, most likely at a discount, sources said on Tuesday.

This measure would allow Fisker to wrest free of the loan's current obligations and allow the DOE to recover more than they might get in a bankruptcy. But this route may open the DOE to criticism and raises questions about Fisker's future strategy.

"That's not that uncommon in the financial circles," Vickrey said. "If you can settle that debt at discount and sell the assets to another automaker, it might make sense as an investment."

In a sense, they already have.

Watergate, of course, has become political parlance for any scandal that takes down a president. But it was also something that has become much more mundane ? something that has hit every two-term president since. It was a second-term scandal.

President Regan had the Iran-Contra affair. President Clinton had the Monica Lewinsky scandal. President Bush had his vice president, Dick Cheney, embroiled in investigations over the public outing of a CIA agent, Valerie Plame.

Now, it seems, Mr. Obama is genuinely a part of the club, with allegations that the White House covered up the fact that the attack on a diplomatic outpost in Libya was terrorism, and that the IRS, on his watch, discriminated against conservative groups applying for tax-exempt status.?

The White House has said it did nothing wrong on Benghazi but simply released information as it was known. It also said Sunday that it had no knowledge of the IRS activities against tea party groups and others, and bristled at the idea of investigations swallowing Obama's second-term agenda.

"What we're not going to participate in is partisan fishing expeditions designed to distract from the real issues at hand," said White House Senior Adviser Dan Pfeiffer on ABC's "This Week" Sunday.

What is it about second terms that get presidents into so much trouble? The fact that a first term preceded it. Presidential politics is rarely fluffy clouds and rainbows, and the massive American bureaucracy has never been likened to Swiss clockwork. Things go wrong, and (this being politics) that rarely leads to primetime presidential confessionals before Congress.

"What is it about presidents' second terms that makes them seem so scandal-ridden? Simple: The iron law of longevity," writes Doyle McManus in an opinion article for the Los Angeles Times. "All governments make mistakes, and all governments try to hide those mistakes. But the longer an administration is in office, the more errors it makes, and the harder they are to conceal."

Brendan Nyhan, a political scientist at Dartmouth College, even has accompanying graphs to prove it. Once inaugural-year jitters are out of the way, the peak time for scandals during a president's career is the fifth year, he found by looking at data for when scandals were reported in The Washington Post.

Of course, the controversy can remain relevant if Te?o does things to keep it relevant.? For example, he chose to attend the Maxim party honoring a list of women that included the non-existent Kukua.? Under the circumstances, it?s fair game to ask him why he did it.

It?s not fair game for the Chargers to protect him, or anyone other player simply because the team wants him to talk about certain subjects and not others.? Watch the video from the May 10 session; the kid can handle himself well.? Besides, they picked him knowing what having him on the team would entail.? It?s short-sighted to treat him differently than every other player.

Think of the message that sends this to the locker room, at a time when he?d love nothing more than to simply be one of the guys.? He?s necessarily not one of the guys, because the team is giving him different treatment than the rest of his teammates.

Meanwhile, the team is making the issue even bigger than it should be, giving Te?o yet another topic to address when he finally talks to the media and making it harder for him to lay the foundation for a positive relationship with the folks who buy ink by the truckload.

While it?s hard for any organization to reverse a decision that has been made and implemented, the best move for the Chargers would be to treat Te?o no differently than any other player ? and to hope that the media eventually will do the same thing.

Top Libyan official: Benghazi explosion accident

TRIPOLI, Libya (AP) ? Libya's deputy prime minister says an investigation has indicated that a deadly explosion in Benghazi last week was an accident and not an attack.

Awd el-Buraasi told reporters in Tripoli Sunday that military officials do not believe that the blast in a busy area of Benghazi was planned. Three people were killed in the incident.

Benghazi, where Libya's 2011 revolution that ousted Moammar Gadhafi began, has suffered a series of assassinations and attacks on security and diplomatic missions over the past year, including the attack on the U.S. Consulate that killed the ambassador and three others.

El-Buraasi says a special command center has been set up there to oversee security. Notably absent from the operation are militias that provide security in the absence of a strong military or police force.

'Trek' does $70.6M but falls short of studio hopes

(AP) ? "Star Trek: Into Darkness" has warped its way to a $70.6 million domestic launch from Friday to Sunday, though it's not setting any light-speed records with a debut that's lower than the studio's expectations.

The latest voyage of the starship Enterprise fell short of its predecessor, 2009's "Star Trek," which opened with $75.2 million.

Since premiering Wednesday in huge-screen IMAX theaters and expanding Thursday to general cinemas, "Into Darkness" has pulled in $84.1 million, well below distributor Paramount's initial forecast of $100 million. The film added $40 million overseas, pushing its total to $80.5 million since it began rolling out internationally a week earlier.

The "Star Trek" sequel bumped "Iron Man 3" down to second place after two weekends on top. Robert Downey Jr.'s superhero saga took in $35.2 million domestically to lift its receipts to $337.1 million. Overseas, "Iron Man 3" added $40.2 million, raising its international total to $736.2 million and its worldwide tally to nearly $1.1 billion.

While "Iron Man 3" and "Into Darkness" did well overseas, they were outmatched by the debut of Baz Luhrmann's "The Great Gatsby," which followed its domestic debut a week earlier with a wide rollout internationally. "Gatsby" pulled in $42.1 million overseas, coming in a bit ahead of both "Iron Man 3" and "Into Darkness."

Domestically, "Gatsby" held up well at No. 3 with $23.4 million, lifting its total to $90.2 million.

In today's Hollywood of bigger, better sequels, follow-up films often outdo the box office of their predecessors, as each "Iron Man" sequel has done. While "Into Darkness" earned good reviews and is getting strong word-of-mouth from fans, the film did not quite measure up to the opening weekend of director J.J. Abrams' "Star Trek" reboot from four years ago, at least domestically.

"'Star Trek' remains a fan-boy movie. It doesn't seem to have the same kind of cross-over appeal as say an 'Iron Man' or some of these others," said Paul Dergarabedian, an analyst for box-office tracker Hollywood.com. "It's a very specific brand, but I think the general public would love this movie, because it's such an action movie. But to get a hundred-million-plus opening weekend, unless you're 'Twilight,' you really have to cross over to all audiences."

Paramount points out that overseas business is up in many markets, though, so that worldwide, the sequel is off to a better start.

"Because of the nature of the franchise, because of how many movies have been made and the various forms of the TV shows, I'm not sure that 'Star Trek' goes by the rules of normal sequels. I think each movie stands on its own, because it's a unique franchise," said Don Harris, Paramount's head of distribution. "My goal was always that we grow the franchise. We're clearly seeing by today's numbers that the movie is being embraced on a worldwide basis in a way we've never seen before."

Harris said that domestically, "Into Darkness" finished its first weekend 6 percent ahead of revenues for 2009's "Star Trek," which got a head-start with $4 million in Thursday night previews to give it a $79.2 million haul through the first Sunday.

But "Into Darkness" had a full day of screenings Thursday plus its Wednesday IMAX business. Unlike the first movie, which played only in 2-D, the sequel also had the benefit of 3-D screenings that cost a few dollars more. Yet even with the 3-D upcharge and the earlier debut, it came away with just $4.9 million more than its predecessor through Sunday.

Still, it's a solid starting place for the movie to live long and prosper at theaters, with Paramount hoping "Into Darkness" can surpass the $385 million worldwide total of "Star Trek."

"I think we're well along on that road," Harris said.

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.

New Jersey Gov. Chris Christie and his family are starring in television commercials that are part of a publicly funded $25 million tourism campaign to encourage people to visit the Jersey Shore after Superstorm Sandy, but Democrats say they are simply taxpayer-funded campaign ads.

The ad campaign called "Stronger Than The Storm" launched last week with its first ad, but five more begin today. Supporters of Christie note the ads are not just running in New Jersey, but out of state as well.

In the first ad, Christie and his family are visible at the end of the 30 second commercial. First lady Mary Pat Christie says, "The Jersey Shore is open." Christie's son Andrew then says: "The word is spreading" before Christie himself says "We're stronger than the storm," followed by his daughter Bridget saying, "You bet we are!"

The six ads are part of a television and radio roll out that includes a digital campaign, billboards in high-profile spots like Times Square and the entrance of the Lincoln Tunnel, as well as an official roll out May 24, the Friday before Memorial Day weekend. The kick off is a five mile ribbon cutting that spans across Seaside Heights, around the businesses and down the shore. Simultaneously, other parts of the shore will hold similar ribbon cuttings. They believe it will break the Guinness World Record for ribbon cutting.

According to Shannon Eis of MWW, the firm that won the bid to make the ads, they will run in New Jersey, New York, Philadelphia, and other parts of Pennsylvania as the primary push. The secondary markets are Baltimore, Washington, D.C., Pittsburgh, upstate New York, and eastern Canada. The ads provide Christie extra face time in the pricey New York and Philadelphia markets through July, the markets that New Jersey residents are included in. They will run in a scaled-back schedule the rest of the summer in August and September.

The campaign of Christie's gubernatorial opponent Democratic state Sen. Barbara Buono say these are just campaign ads charged to the taxpayer. In a statement Buono said "the hard-working and resilient people who have rebuilt their businesses and homes after Sandy should have been the star of these ads."

"That Gov. Christie would allow $25 million in federally-funded ads to feature him in the middle of an election year is both supremely arrogant and wildly inappropriate," Buono said.

The Democratic Governor's Association is also making their displeasure known with spokesperson Danny Kanner saying, "Chris Christie loves to promote a 'New Jersey Comeback' that never happened, but his use of Sandy recovery dollars to promote his own re-election campaign is nothing short of shameless."

The money is coming from part of the $60 billion in federal emergency disaster funding earmarked for New Jersey and other Northeastern states ravaged by Sandy. The package was approved by both Congress-o ver the cries of some Republicans who called it wasteful-as well as the Obama administration.

Christie defended himself at a campaign event, according to the New Jersey Star Ledger who first reported the existence of the ads, saying, "I'm happy and proud to have me and my family in those ads and I hope that what they do is they bring people to the Jersey Shore. There's nothing political about the ads."

Eis recounted for ABC why they decided to go with Christie as opposed to another face of New Jersey. She said there were "no shortage of celebrities" that offered their services, but even before they pitched the idea to the governor's office they did consumer research which she said made it clear Christie would be the most effective choice.

"We had to think about who is the most effective person to?literally wave the flag that we are back," Eis said, noting that research showed that even months later Christie's call to "get the hell off the beach" is what people remembered.

"The governor's voice came through loud and clear," Eis said, noting they were fighting a "massive consumer perception" that the beach is still closed due to the storm.

Christie's spokesperson Colin Reed said the decision to include Christie and his family was a "creative decision by the Stronger Than The Storm campaign."

"They are in a uniquely qualified position to tell a very wide audience beyond New Jersey that our state and our Shore is open for business," Reed said in a statement.

It's not unprecedented in the state for governors to star in ads. In 2007, Democratic Gov. Jon Corzine starred in a PSA to wear seatbelts. It was the same year he sustained serious injuries when he was in a car accident and was not wearing a seatbelt. It came two years before his 2009 face off against Christie, which he lost. Democratic Gov. Tom Kean also starred in a tourism ad for the state when he was governor in the 1980s. It was named "New Jersey and you, Perfect Together."

Buono is out with her own digital ad Monday aiming to introduce herself to New Jersey voters, while poking fun at the pronunciation of her own last name.

Christie's ad controversy may be getting some heat from Democrats, but he is still beating Buono by a wide margin in recent polls. A poll out earlier this month from NBC News/Marist has Christie up 34 points over Buono 62 percent to 28 percent.

It comes at the same time former Democratic governor of New Jersey Brendan Byrne has publicly called for Buono to think about withdrawing from the race due to her poor poll numbers and dismal fundraising. In a New Jersey Star Ledger conversation with another former New Jersey governor Sunday, Tom Keane Byrne noted Buono is "way behind."

"I was way behind in 1977 and I was thinking, if it gets worse, I'm going to withdraw," Byrne said. "It didn't get worse. As a matter fact, it got better. But at one point I thought of dropping out in favor of a better-positioned candidate. I don't know whether that consideration would appeal to Buono, but I would advise she make that evaluation."

AP chief says phone probe makes news sources reluctant to talk

WASHINGTON (Reuters) - The Justice Department's seizure of phone records for journalists at the Associated Press is hurting the agency's ability to gather news, the wire service's Chief Executive and President Gary Pruitt said on Sunday.

"Officials that would normally talk to us and people we talk to in the normal course of news gathering are already saying to us that they're a little reluctant to talk to us," Pruitt said on CBS's "Face The Nation" program. "They fear that they will be monitored by the government."

The Justice Department told the AP on May 10 that it had earlier seized records of more than 20 of its phone lines for April and May 2012. The seizure was part of an investigation of media leaks about a foiled terrorism plot.

"Approximately a hundred journalists use these telephone lines as part of news gathering," Pruitt said. "And over the course of the two months of the records that they swept up, thousands upon thousands of news-gathering calls were made."

The White House has said that President Barack Obama learned about the Justice Department's record seizure from press reports and had no prior knowledge of the action. Obama's administration is fielding concerns on several incidents that raise questions about its transparency.

Pruitt said the Justice Department claimed an exception to its own rules that required them to notify the AP of such a record seizure by saying that such a disclosure would have posed a substantial threat to the investigation.

"But they have not explained why it would and we can't understand why it would," Pruitt said. "We never even had possession of these records, they were in the possession of our telephone service company and they couldn't be tampered with."

Government officials have told Reuters that the AP phone records were just one element in an ongoing sweeping U.S. government investigation into media leaks about a Yemen-based plot to bomb a U.S. airliner, prompted by a May 7, 2012 AP story about the operation to foil the plot.

"We don't question their right to conduct these sort of investigations," Pruitt said. "We think they went about it the wrong way, so sweeping, so secretively, so abusively and harassingly."

Pruitt said the AP would have sought to narrow the scope of the record seizure through courts had it been notified, instead of "the Justice Department acting on its own, being the judge, jury and executioner, in secret."

Reuters was one of nearly 50 news organizations that signed a letter to Attorney General Eric Holder complaining about the AP phone record seizures.

Hofstra student killed by police during break-in

MINEOLA, N.Y. (AP) ? In what police are describing as a crime of opportunity, a wanted man with a criminal history dating nearly 15 years entered a front door that had been left open at a New York home near Hofstra University.

A short time later, the intruder, Dalton Smith, and a 21-year-old college junior, Andrea Rebello, were both dead. The two were killed early Friday by a Nassau County police officer who fired eight shots at the masked man, hitting him seven times but also accidentally hitting Rebello once in the head, Nassau County homicide squad Lt. John Azzata said Saturday.

Smith was holding Rebello in a headlock and pointing a gun at her head before he turned his gun at the officer, Azzata said, prompting the shooting.

"He kept saying, 'I'm going to kill her,' and then he pointed the gun at the police officer," Azzata said.

A loaded 9 mm handgun with a serial number scratched off was found at the scene, police said.

Nassau County Police Commissioner Thomas Dale said he had traveled to Rebello's Tarrytown, N.Y., home to explain to Rebello's parents what happened.

"I felt obligated as a police commissioner and as a parent to inform them as soon as all the forensic results were completed," Dale said.

The veteran police officer, who was not identified, has about 12 years of experience on the Nassau County police force and previously spent several years as a New York City police officer, Dale said.

The officer is currently out on sick leave. He will be the focus of an internal police investigation once the criminal investigation is completed, which is standard police procedure in any officer-involved shooting, the commissioner said.

The shooting came just days before the school's commencement ceremonies, which are scheduled for Sunday.

A university spokeswoman said students will be handed white ribbons to wear in memory of Rebello. The shooting, which took place just steps from campus, has cast a pall over the university community as it geared up for commencement.

Earlier Saturday, police announced that Smith, 30, had been wanted on a parole violation related to a first-degree robbery conviction. A warrant was issued for Smith on April 25 for absconding from parole, police said.

Smith had what police described as "an extensive criminal history," which included arrests for robbery in the first degree in 1999, promoting prison contraband in the second degree in 2000, robbery in the first degree in 2003, assault in the second degree in 2003 and robbery in the second degree in 2003.

Rebello was in the two-story home in Uniondale, N.Y., with her twin sister Jessica, a third woman and a man when Smith, wearing a ski mask, walked into the house through an open front door, Azzata said.

The door was left open after someone had moved a car that was blocking a driveway, Azzata said.

When Smith entered, he demanded valuables and was told they were upstairs, Azzata said.

Smith, apparently unsatisfied with the valuables upstairs, asked if any of the four had a bank account and could withdraw money, Azzata said. The intruder then allowed the unidentified woman to leave and collect money from an ATM, telling her she had only eight minutes to come back with cash before he killed one of her friends, Azzata said.

The woman left for the bank and called 911, according to Azzata.

Minutes later, two police officers arrived at the home and found Rebello's twin sister Jessica running out of the front door and the male guest hiding behind a couch on the first floor, Azzata said.

One of the officers entered the home and encountered Smith holding onto Rebello in a headlock, coming down the stairs, Azzata said. Smith pulled Rebello closer and started moving backward toward a rear door of the house, pointing the gun at her head before eventually threatening the officer, Azzata said.

The Rev. Osvaldo Franklin, who gave Rebello and her twin their first communions, on Saturday night told The Associated Press their mother, Nella, couldn't even speak to him earlier in the day.

"She was so devastated," said Franklin. "She's just crying. We have to pray for Andrea, to pray for Jessica because she needs help."

Franklin said a funeral is scheduled for Wednesday at Teresa of Avila Church in Sleepy Hollow, N.Y., and will be in Portuguese.

"The family's a very good family, they have very good values," he said. "They are a very good, very devoted family."

Aid group: Syrian refugees face dire health risks

BEIRUT (AP) ? An international aid organization is appealing for more funds to help Syrian refugees in Lebanon and Jordan, saying warmer weather will increase health risks due to lack of shelter, water and basic sanitation.

Oxfam says it needs $53 million dollars to improve access to water and proper sanitation for Syrian refugees. So far the aid group has received $10.6 million dollars.

The Britain-based group said in a statement Monday that diarrhea and skin infections have already been noted among refugees in Jordan and Lebanon. The two countries host the bulk of 1.5 million Syrians who have fled the civil war at home, seeking shelter in neighboring countries.

Oxfam says it needs the funds quickly as temperatures are expected to soar in the region in the coming weeks.

Online dating site Find Your FaceMate sets out to match prospective mates based on similar facial features, which, according to site founder Christina Bloom, is a good sign of compatibility.

"I believe that people are attracted to people with similar facial features," Bloom said in an interview with IBTimes TV (see above).

According to the site, scientists' findings "prove that passion is subconsciously ignited when we spot someone whose facial features are similar to our own."

"When we fall in love (or meet our facial feature match) the neurological response in the brain triggers a release of endorphins and other mood enhancing chemicals that puts being in love in a category all on its own," the site continues.

But does the science work? Kerri Johnson, an assistant psychology professor at UCLA, told Good Morning America that "there is evidence that general liking improves when people look like you," but that the research points to pairs that have similar levels of attractiveness, and not necessarily similar facial features.

In other words, the jury is out!

Despite all the challenges of the past months, business owners and mayors insist they will be ready for the peak summer season.

The importance of being open for business in time for the summer cannot be overestimated ? not only for those towns, but for the state as well. Estimates?place the economic impact of Monmouth, Ocean, Atlantic and Cape May counties ? those lining the Atlantic Ocean? at around $19 billion, representing more than half of the state?s entire tourism industry.

[Jersey Shore: One Family's Boardwalk Empire]

For business owners, those tourism dollars have a much bigger and more immediate impact.?

"You have 100 days to make your money for the whole year," said Lou Cirigliano, director of operations at Casino Pier and Breakwater Beach?in Seaside Heights, N.J. "It is not like a business open all year. We are open from Memorial Day to Labor Day to make as much money as you need to support yourself for the rest of the year,? he said. ?If you lose any of that time, it has a ripple effect, for sure."

Casino Pier has been fighting that ripple effect since it was forever linked to Sandy on the night the storm made landfall. The amusement park ? which has been a fixture on the Seaside boardwalk since 1960 ? became the indelible image of Hurricane Sandy when its Jet Star roller coaster fell into the Atlantic Ocean intact. Casino Pier lost not only the coaster, but also more than 250 feet of pier ? 200 feet of pier on the north side and 50 feet of pier on the south side ? along with most of its rides and amusements.?

Despite the destruction, the company will be open ? albeit in a limited manner ? in time for the summer season. Casino Pier will be missing the part of the pier that bore the greatest brunt of the damage from the storm, and the company is optimistic that half of its 38 rides ? along with arcade games, games of chance and food stands ? will be ready for the summer season. ? ??

"We have seen a ton of people commenting on our Facebook posts about the new rides and how much they want to come back," said Maria Mastoris, marketing director for Casino Pier and Breakwater Beach. "I think that people are optimistic, and they are seeing progress with the town's part of the boardwalk which is open. It is going to be different, but come Memorial Day, people will see we are ready."

"We were proud of our location before, but we are going to show the world that Casino Pier is back and better than ever," said Cirigliano. "There is no reason why you shouldn?t come here or back to Seaside, and you will be more than happy when you do. This is our livelihood, and we are putting our sweat into it. We may have had a bump in the road, but we will come back better than ever."

Other business owners on the Seaside boardwalk are also optimistic about returning.?

Vinny Scuzzese, owner of Vinny's Games, has been operating his two stands on Ocean Terrace instead of on the Seaside boardwalk since January. ?

"My building survived; as soon as there is a boardwalk, I can reopen," Scuzzese said. "I have some damage to my roof and awning from the wind, but I am waiting on insurance money, which is taking forever."

Indeed, a large challenge for business owners in their fight to reopen is the abysmal response of insurance companies in the aftermath of the storm. The businesses interviewed for this story all reported that delays in payment from insurance companies have slowed their recovery efforts. Other businesses have had their recovery plans derailed completely, as their location in a prime flood area makes them uninsurable.

Eastern Lines Surf Shop ? located at 16th Street and Ocean Avenue in Belmar, N.J. ? was denied money from insurance after pieces of the town's boardwalk slammed into its storefront and left more than two feet of sand and water in its first floor. Business owners Darby and Don Tarrant paid out-of-pocket to reopen their business and now are hoping the summer season will be strong to help them recover the costs.

The million-dollar question for Eastern Lines and other businesses hit by Sandy remains whether or not people will come back to the shore. Realtors?in the areas hardest hit by Sandy confirm there is an interest among renters in returning.

"I have had clients, and unfortunately, there is just not inventory for them," said Chris Katz, a broker for Coldwell Banker?in Monmouth County. "People want to come down to the Jersey Shore; I just don?t know how much stuff will be there for them. The interest is still there, but there is not a large inventory."

Other indicators, however, paint a different picture. Matt Doherty, mayor of Belmar, N.J.? which was 60 percent flooded and had 1,250 homes damaged by Sandy ? said so far, the evidence is positive. There?s reason for optimism: Seasonal beach-badge sales are up more than 30 percent year to date from last year?s season, which was the second busiest in the town's history.

What makes that number even more impressive is that the badges went on sale Dec. 1, 2012, when the beaches and 1.2-mile boardwalk were decimated in the aftermath of Sandy.?

"The boardwalk is part of the character of the town," said Doherty. "We have 140 small businesses in our community, all family owned ? no major corporations that are dependent upon tourism dollars in the summer to survive. One summer without tourists and those businesses would fail, and those families would be decimated. Without a boardwalk, we wouldn?t have a true summer."

That feeling was a driving force behind Belmar's decision to take one of the more aggressive approaches among Jersey Shore towns to repair the town?s boardwalk. The hard work has paid off as the boardwalk will be ready in time for summer, four months after the first pile was driven 25 feet into the sand. The move was not only critical to the physical recovery of the town, but it also provided a psychological boost to the town?s 140 small businesses.

With the boardwalk set to open in the coming days, Doherty has a message for Jersey Shore businesses: Be ready for the onslaught of visitors that the town normally attracts in the summer. Belmar, which is home to about 5,800 yearlong residents, generally sees its population grow to more than 60,000 residents during the summer.

"I have been telling businesses to be ready and be prepared for a busy summer," Doherty said. "Post Sandy, I think people want to be a part of the rebirth of the Jersey Shore. It is up to our business owners to provide an outstanding experience. As important as it was for the town to have the boardwalk ready, it is just as important for business owners to be ready ? or else this year will just be a flash in the pan."

Dan Pfeiffer Explains the IRS Scandal

White House senior adviser Dan Pfeiffer did a tour of the sunday shows to try and calm everyone down about this whole IRS targeting Tea Party groups scandal. He was the one tasked with assuring the masses that the White House knew nothing, that things will change in the future, and that heads will roll. On Fox News Sunday, Pfeiffer promised the administration would make sure "everyone who did anything wrong here is held accountable" before the dust settles. The IRS's next goal is to "fix the problem, make sure it never happens again and restore the public trust," Pfeiffer said. On CBS's Face the Nation, Pfeiffer defended the President's relative?naivet??about the scandal. "What would be an actual real scandal in Washington would be if the president had been involved or had interfered in an IRS investigation,"?Pfeiffer said. "You do nothing to interfere with an independent investigation and you do nothing to offer the appearance of interfering with investigations," he added. Only the administration did learn the facts, only then did they decide to respond. On ABC's This Week, Pfeiffer said the law was "irrelevant" to the fact that the activity was "outrageous and inexcusable." He explained: "What I mean is, whether it?s legal or illegal is not important to the fact that the conduct doesn?t matter. The Department of Justice has said they?re looking into the legality of this. The president is not going to wait for that. We have to make sure it doesn?t happen again, regardless of how that turns out." On NBC's Meet the Press, Pfeiffer finally went on the offensive and attacked Republicans for trying to make the IRS scandal into the biggest deal possible. He acknowledged the scandal as a "very real problem at the IRS," before launching into a scathing bit about Republican strategy. "We?ve seen this playbook from the Republicans before," Pfeiffer said. "What they want to do when they?re lacking a positive agenda is try to drag Washington into a swamp of partisan fishing expeditions, trumped-up hearings and false allegations. We?re not going to let that happen. The president?s got business to do for the American people."

Meanwhile, Rep. Paul Ryan was promising to continue the crusade against the IRS on Fox News Sunday. "Look, people have no trust that their government is being impartial," the Wisconsinite told Chris Matthews. "This is arrogance of power, abuse of power, to the nth degree, and we're going to get to the bottom of this." Ryan argued there was "credible evidence that donors were targeted, that the IRS leaked private information to the public, which served political purposes." There's something nefarious afoot at the IRS, Ryan thinks, and it all roads lead to Obamacare. Becasue, wait, what? "So there's so much more that we have just uncovered that we do not know the root causes of. And so to suggest that this is some bureaucratic snafu, that's been disproven, Chris," Ryan said. "The other point I'd say, as bad as this is, the person in charge of this bureaucratic snafu has now been put in charge of Obamacare." The former head of the tax exempt division,?Sarah Hall Ingram, is now moving to head the IRS's implementation of Obamacare. This is "rotten to the core," according to Ryan. "This is big government cronyism," he argues. "And this is not what hard-working taxpayers deserve. People deserve a government they can trust, that's honest, that's impartial, equality before the law, and that is not what we're getting here. And so to try to suggest that this is just bureaucratic snafus, we already know that's not true.?

Senate Minority Whip John Cornyn accused the Obama White House of practicing a "culture of cover-ups," on CBS's Face the Nation. He inquired in 2010 and 2011 for his constituents about whether or not they were being unfairly targeted. If the President somehow didn't know about the IRS overreach, it was "willful ignorance," Cornyn said. He said he wants to hold more hearings about the IRS scandal in the future. "We need to have a fair and respectful process and not put the cart before the horse," he said.

Meanwhile,?Senate Minority Leader Mitch McConnell told Meet the Press's David Gregory there is "a culture of intimidation throughout the administration." He called the IRS "the most recent example." It's all part of an overall "nanny state" being run by the White House, he said. There's "an attitude that the government knows best: The nanny state is here to tell us all what to do. And if we start criticizing, you get targeted." McConnell signaled there could be more hearings on the way, too, when he claimed the investigation was just beginning. "I don't think we know what the facts are," he said. "... I'm not going to reach a conclusion about what we may find. But what we do know happened is they were targeting tea party groups. We know that."

On the other scandal front, Utah Republican Rep. Jason Chaffetz wants even more documents about Benghazi from the White House. This guy makes Lindsey Graham look modest. "People deserve the truth and the families deserve the truth," Chaffetz said on Face the Nation. "I can't imagine that this administration would say those same things about what happened in Boston where we had four people killed by a terrorist." (Yes, that comment is as head scratching as it looks. Chaffetz blamed a cover up for keeping the answers from the American people. "We weren't able to investigate," he said. "We still have terrorists that committed these attacks that are out there. They are on the loose. We don't know where they are."

Kentucky Sen. Rand Paul said Hillary Clinton should have resigned as Secretary of State over what happened in Benghazi on CNN's State of the Union.?"[Clinton] should have resigned and accepted blame for it," Paul said. He explained that he's not so worried about the Benghazi talking points anymore, but that the outpost wasn't given more security. That was a "tragic mistake," he said. "We need to treat it more like Baghdad, that's an error of judgment the president and secretary of state made," Paul said.
